鑒於我國漁船保險自施行以來，投保率持續低迷，多年來皆無法有效提升，主要來自漁船業者對風險管理與保險的認知不足所致。本文即在探討漁船業者所面臨的風險，並就所面臨的風險如何進行風險管理與保險規劃，以減少其損失風險。 第一章為緒論，先就研究動機、目的與架構加以闡述；第二章文獻探討的部份，則就漁船和漁船保險予以定義，漁船和漁船保險予以定義，並分析現今之漁業現況，包括國際漁業組織、漁業統計資料及IUU漁業等內容。第三章則就漁船業可能遭遇之風險進行分析，另提出風險管理之策略，以管理其可能面臨的損失風險。第四章則在提出漁船業者可運用之保險種類，並就漁船保險之條款內容及架構加以分析。最後一章則就本文所研究之內容提出結論，並提出數點建議，以改善台灣漁船保險之經營成效。 The insured rate has been low ever since the implementation of Taiwan’s fishing vessel insurance, unable to effectively make improvement over the years, because of risk management and insurance concept not generally recognized by the fishing vessel owners. This paper is to explore the risk management and insurance planning for the fishing vessel owners to reduce their loss exposures. Chapter 1 is to introduce the motivation, purpose and framework of this study. Chapter 2 covers a literature review. We define the terms of fishing vessel and fishing vessel insurance, and analyze the present situation of the fishery industry, including international fishery organizations, fishery related statistical data, IUU fishery industry, and the fishing vessel insurance system. Chapter 3 covers an analysis of possible risks that may be encountered in the fishing vessel industry. Furthermore, we propose the strategies for the fishery operators to manage their encountered risks and loss exposures. In Chapter 4, we propose the types of insurance applicable for the fishing vessel industry to solve the potential risks, and analyze the clauses of the fishing vessel insurance. The last chapter includes conclusions summarized from the target findings of the preceding chapters, as well as several recommendations to improve the performance of the fishing vessel insurance operations in Taiwan.
