本研究旨在探討以公民行動取向課程設計發展全球議題課程的發展歷程及評估。本研究採設計妹為研究法，歷經半年多的課程研發及試教，以專家學者編修意見、文件蒐集、課堂觀察紀錄、省思札記等方式蒐集資料並進行修正與檢析。 研究結論如下 一、課程方案的撰寫能增進教師全球教育知能。 二、團隊合作研發課程方案能共同成長。 三、外部諮詢者的加入能提供老師反思方向。 四、「基因改造黃豆議題」全球教育課程方案是一個跨領域的設計。 五、運用公民行動取向課程設計可以設計出一個系統化的課程。 六、不用一句英語也可以進行全球教育。 七、「基因改造黃豆議題」全球教育課程方案困境之調整與修正教學。 最後，根據研究結果及研究者自身實踐省思，探討研發相關全球教育議題之實務提出相關建議，提供國小教師及後續研究參考。 The purpose of this study is to explore the development process and assessment of the development of global topic issues in the program of civic action orientation curriculum design. In this study, the Design-based research is used as the research method, and after more than six months of program development and trial teaching, the experts and scholars have compiled opinions and collected the opinions, documents collection, classroom observation records, and provincial notes.The following results were observed: 1.The writing of the curriculum program can enhance the knowledge of teachers'' global education. 2.Teamwork research and design program can help teachers improve their expertise. 3.The addition of external consultants can provide the teacher with the direction of reflection. 4.The "Genetically Modified Soybean Problem" Global Education Curriculum Program is a cross-domain design.. 5.The use of civic action-oriented curriculum design can design a systematic curriculum. 6.Do not have an English can also be a global education. 7.Adjustment and correction of the dilemma of Global Educational Curriculum Program in the Genetically Modified Soybean issue. Finally, according to the results of the study and the practice of the researchers themselves to explore, research and development related to the global education issues put forward relevant recommendations to provide teachers and follow-up research reference.
