因此本論文根據1994年開始執行的「泛歐洲交通網絡計畫」以及2001年第一階段「鐵路套案」至2016年第四階段「鐵路套案」探討歐盟如何制定適用於各會員國的鐵路政策，以整合鐵路市場、平衡各項運輸發展並促進貨物運輸的流通，同時也針對2010年歐盟執委會公布的「鐵路貨運走廊計畫」瞭解目前歐盟對於實現「單一歐洲鐵路網」的期望，以及鐵路運輸未來的發展方向。 Since the European Internal Market has been established in 1993, the European Union (EU) has contributed to promoting four freedoms of goods, people, services and capital within the European Internal Market. Transportation plays a vital role to complete the European Internal Market.
This thesis focuses on the integration of the European railway system. During the World War II, railways were nationalized and very important for the transportation in every European country. With the globalization, transportation in the field of air and road has been better developed than other transport sectors. The EU has enacted railway policy and established a “Single European Railway Area”.
The “Trans-European Transport Networks” and the “Railway Packages” have been carried out from 2001 to 2016. This thesis works on developing of the EU railway policy and describing how member states work on establishing a “Single European Railway Area”. It also works on the trend of the “EU Rail Freight Corridors”.
