The goals of this thesis are: 1. Reviewing the negotiations progress and the development of Doha Round’s agenda, explore the dilemma faced by Member States under the institutional factors and the subjects of negotiation. 2. To discuss the development of the negotiating blocks since the Doha Round and the "Bali Package ". 3. Through understanding the development of WTO’s membership, providing references for Taiwan’s future strategy on economic and trade negotiations.
