本論文研究目的包含「瞭解習近平主政時期2012-2016年軍事事務發展之歷史背景」等四項，藉由研究中共軍事事務發展之緣起、模式、實際運用情形以及所造成之後續影響等等，著眼於中共軍事事務的發展與內涵以及習近平主政時期的機遇與挑戰等面項。本論文所蒐集之相關參考資料，區分為「中文專書」、「英文專書」兩部分；依主題與內容，分為「習近平主政時期2012-2016年的建軍論述」、「中國大陸官方刊物的論述」、「中共三中全會之決議」、「中共軍事事務發展與戰略相關的期刊」、「中共軍事事務發展與內涵之報導」等五項。 本文採質性研究之「文獻分析法」結合「SWOT」實施分析。透過文獻探討與SWOT分析，提供習近平主政時期2012-2016年軍事事務發展之探討，透視軍事事務發展輔助戰略行動之研究。以歷史、文獻瞭解中共軍事事務的發展與內涵，探討軍事事務發展之要件以及習近平主政時期的機遇與挑戰。以建構的概念，將習近平主政時期的任務與特性予以舖陳外部的機會與威脅、內部的優勢與劣勢、發掘中共軍事事務戰略發展的內容、影響與結論（包含「總結與檢討」、「心得與啟示」及「未來發展與研究建議」等三部分）。藉由本論文之研究的經驗與心得，作為提供我國軍對軍事事務發展之創新思維與參考。另外藉由本論文之研究成果，提供後續學者研究中共軍事事務發展，所需之參考資料。 The purpose of this paper contains the "Understanding Xi Jinping in power during 2012--2016 Military Affairs of the historical background of the development of " four and so on , with the development of the study of the origin of the CPC military affairs , pattern, practical application of the case and the subsequent impact caused by the like, focus on the development and content of the CPC military affairs and Xi Jinping in power during the opportunities and challenges face items.
