    Abstract: 自1949年中華民國政府遷台與中國大陸隔海相望,經過了軍事衝突、和平對峙、民間交流等等,到目前為止兩岸關係經歷了許多的風雨,面對中國大陸方面的文攻武嚇,對於每一任的台灣總統要如何與中國大陸維持穩定且和平的「兩岸關係」是民眾最為關心的議題。
    在陳水扁時期的「一邊一國」以及「公投護台灣」,在陳水扁總統執政期間因為不斷地針對台灣主權問題盤旋一度使兩岸關係不斷惡化,也使著這段期的台灣在國際間不斷遭受中國大陸方面的打壓,使經濟處於空滯的狀態而錯失了許多經貿成長的機會。反之,在馬英九總統時期的軟性處理與「擱置爭議」,去降低了與中國大陸之間的衝突以及簽署許多經貿協定,在全球經融體系不穩定的環境下減緩了金融海嘯對台的衝擊。在馬英九總統執政時期,開放了大三通促進了兩岸民間交流、陸客來台觀光數量增加、提升台商在國際間的競爭力、提高台灣對大陸的出口量。
    本論文試以馬英九總統時期的「兩岸關係」為主要探討,針對身為中華民國第12任總統的馬英九相較於陳水扁總統在「兩岸關係」的政策差異,以及兩任總統執政時期間對於「兩岸關係」的變化與政治背景深入探討及研究。
    兩岸關係因為馬英九總統時期的政策,將「九二共識」視為現階段兩岸和平關係的基礎,在最後將研究馬英九總統時期維持兩岸和平穩定發展上的優勢進行多方面評析。
    Since the Republic of China government moved to Taiwan from China in 1949, Taiwan has gone through military conflict, peaceful dialogue, and non-government exchange. Up to now, cross-strait relationship has experienced much turmoil. In the face of written attacks and military threat from China, how each Taiwan president is to maintain stable and peaceful cross-strait relationship with China is a topic that the public cares about the most.
    During the Chen Shui-bian era, President Chen’s policies revolved around the one country on each side, referendum to protect Taiwan, and other sovereignty issues, which caused cross-strait relationship to deteriorate. China attempted to suppress Taiwan in the international arena during Chen’s administration. Taiwan’s economy also stagnated, and Taiwan lost many opportunities for economic and trade growth. Conversely, during President Ma’s administration, a soft approach and deferral of dispute was used to decrease conflict with China. Many economic and trade agreements were signed, which reduced the impact of global economic instability and the financial crisis on Taiwan. During the President Ma’s administration, he saw opening of the three major links (postal, transportation, and trade) that promoted civilian exchange between the two straits, increase in number of Chinese tourists, increase in the competitiveness of Taiwanese businessmen internationally, and increased exports to China from Taiwan.
    This study mainly explores cross-strait relationship during President Ma’s administration, and compares the differences between President Ma Ying-jeou (12 president of the ROC) and President Chen Shui-bian’s cross-strait relationship policy. We also explored in-depth the changes in cross-strait relationship during the two presidents’ administration and their respective political background.
    Cross-strait relationship during President Ma’s administration was based on the 1992 Consensus, which served as a foundation for peaceful cross-strait relationship. This paper studied the advantages of President Ma’s maintenance of stable and peaceful cross-strait development, and provides evaluations for diverse aspects.
