    Abstract: 本論文為從人力發展之角度,對巴拿馬與新加坡兩國之比較研究。在分析兩國間之異同後,本論文得以利用部分測量人力發展程度之工具,如平均餘命、知識與生活品質等,進行一比較模式。
    為證明新加坡可為巴拿馬之模範,本論文擷取新加坡成功之關鍵,依巴拿馬之所需改變以應用於當地,同時並提出建議,列出所需之改革以得以應用前述之關鍵。
    國家與社會需致力於推動前述改革,以如新加坡一般,達成成功之人力發展。但是兩國之政治體系各有特色,使得在實施這些改革時,上述措施之可行性,成為一重要決定因素。即使如此,本論文對達成前述目標,以讓社會滿足基礎需求,並得以享有一個開放、多元進步的國家該有之生活水準,仍保持希望。
    This is a comparative study between two countries, Panama and Singapore from the perspective of human development. Analyzing the similarities and differences between both countries, I have been able
    to make a comparative model using some of the measures of human development such as life expectancy, knowledge and quality of life.
    Considering Singapore as a role model for Panama, I have taken the keys to the success of Singapore to adapt them to the needs of Panama. Suggesting recommendations and reforms necessary to be able to carry it out. The result has been the commitment that the State and society must take to drive these reforms and achieve a successful level of human development, such as Singapore. However, there are particularities in the political systems of both countries that makes the applicability of such measures as a key element in the implementation of such improvements. However, there is hope in achieving the objectives to enable society to enjoy the basic needs and a standard of living of an open, plural and progressive nation.
