    Abstract: 車聯網系統(Connected Vehicle Systems, CVS)為智慧運輸系統(Intelligent Transportation Systems, ITS) 發展之主流方向。當前先進國家皆如火如荼投入CVS研發並邁向車輛自動駕駛商業化之目標。本研究提出一個三階段混合方法組成之推動策略規劃整合模式,針對臺灣CVS之不同發展情勢,進行相對應之推動策略排序。首先藉由社會網路分析,構建出臺灣CVS領域資源投入關連之知識圖譜,以瞭解臺灣CVS各應用面向的實質投入狀況,然後以情境分析法結合德爾菲法歸納出臺灣CVS不同之發展情勢,並依據臺灣CVS之市場需求、產業目標與技術難點,再以知識圖譜與德爾菲法產生短中長期推動策略,最後加入直覺模糊群體決策法,衡量政府執行力、技術成熟度、產業群聚力與需求迫切度等影響構面而進行不同發展情勢下相對應之推動策略排序。
