    摘要: There are many traffic events such as road constructions, demonstration activities, accidents etc. that cause traffic jams or detours in urban areas. Due to rapid development of information and communication technologies advanced traffic event information systems are deployed worldwide. This paper aims at presenting a framework of urban traffic event information system considering administrative processes among central and local authorities in Taiwan. For data layer, data sources are classified to collect filtered and precise data. Information dissemination channels are assigned according to updating frequency, data format, user identifications. For administrative process layer, daily and specific data usage are formalized by current regulations of central and local authorities. For system architecture layer, a centralized system architecture including main and backup facilities is designed instead of cloud computing because of assuring data privacy and security. An empirical case study is demonstrated in Kaohsiung City to show promising performance of the proposed system. It is anticipated that the success of the proposed system will be promoted to other cities in Taiwan.
