Abstract:	自泡沫經濟崩壞後，對日本而言，最大的課題為經濟的再生。全球化的影響下，國際間與地區間的競爭較以前更為激烈。為因應激烈的競爭環境，高度且大量的知識的應用成為必要。然而，伴隨少子高齡化，學生人數的減少、人才的不足，大學的發展面臨嚴峻的考驗。團塊世代退休潮的到來，技術、知識的消失與環境、能量的限制等抑制成長的主因，使事業化、新事業、產業發展的困難度增加。產業結構的改變，自農村移動到都市的人口增加，因而產生地區人口過疏化的現象，人口的減少亦對地區的機能性造成不良影響。此外，來自中央的預算減少使地區財政惡化等問題亦為現實。為打破僵局並導出國家與地區的活力，藉由企業、大學、公立機關、地區自治體等力量的集結、強化跨領域的合作，於各地展開的產官學合作活動正不斷擴展。近年，以地區經濟再生為目標，為促進地區創業與產官學合作，地區中小企業的育成亦持續展開。而將來自大學的研究成果進行事業化・創業以及實用化為目標的大學新興企業亦受矚目。透過產官學合作，將知識、情報、技能結合並活用，地區則是其實踐的場所。產官學合作能促進大學及政府進行制度改革，地區創業與雇用、活用地區資源並創造新產品、事業等，對地區活化有相當大的助益，需更進一步地充實與強化。本論文將以日本的產官學合作為中心，對大學新興企業的發展、地區活化進行分析。此外，將以早稻田大學新興企業－株式會社T.M.L為主要研究案例，進一步探討產官學合作的地區貢獻。 After the burst of (Japan’s) economic bubble, economic revitalization is a serious problem for Japan. Under the impact of globalization, the global competition and location competition are getting fierce. To adapt to this situation, the use of wealth of knowledge and the advanced knowledge are necessary. However, with the declining birth rate and aging population, steady decline in numbers and shortage of talent are become a serious problem for the universities. As more baby boomers are move into the retirement, skill and knowledge become hard to inherit. In addition, there are the problems with environmental change and energy deficiency. These are the factors which cause the industrial development becomes more difficult. By change in the structure of industrial, the population mobility from local areas to cities is causing the depopulation and less development in the local areas. Fiscal degradation coursing by lack of government subsidy is also an actual problem to local governments. In order to break the deadlock, and reinforce the cross-field cooperation, cooperation of Industry-Government-University can be expanded in many places. In recent years, regional economic revitalization become a target, push ahead with area entrepreneurship and business incubation with cooperation of Industry-Government-University. University- originated ventures that take advantage of research results from universities are also place on support for regional revitalization. By the cooperation of Industry-Government-University, knowledge and information can be used and accumulated. Cooperation of Industry-Government-University might encourage the restructuring of university and government, the area entrepreneurship and the business incubation. By flexibly using the local resources, new products and services can be created. As the cooperation of Industry-Government-University has significantly contributed to the regional revitalization, needs to improve and reinforce. This research illustrates the main topic, the cooperation of Industry-Government- University, then analyzing the development of university-originated ventures and regional revitalization. By a main case study of venture business T.M.L Inc. of WASEDA University, investigate the regional contribution of cooperation of Industry-Government- University.
