    Abstract: 外交政策已經不是行政院的獨有的職權,國家利益要求擴張給立法院國際關係經營權,在立法院國際關係的活動使立法委員和各國會的互動是不可或缺的。我們可以在國會間和友誼團體中找到存在於國會參與對外關係的不同機制,就像是國會外交委員會。
    這項事實可以用於巴拉圭共和國與中華民國(台灣)的關係。
    這項研究的用途就是提供國會和雙邊國家關係以及不同國家間互動的影響一個新的視野,嘗試透過國會與不同的政治、意識形態、文化和經濟背景,來觀察國家對外活動新模式的優點,以便提及雙邊議程部分的觀點。
    Foreign policy is no longer one of the unique functions of the executive, the interests of countries have called for extending the management of international relations to the legislature on their activities where necessary make contact legislators and / or parliamentarians from different congresses and / or parliaments. There are various mechanisms of congressional involvement abroad, among which are the Interparliamentary Meeting, the Friendship Groups, as well as the Foreign Affairs Committees of Parliament.
    This reality does not escape the relationship of the Republic of Paraguay with respect to the Republic of China (Taiwan).
    The purpose of this research will provide a new vision of parliamentary work and relations with both countries, the implications of different approaches, trying to see the advantages of these new forms of external State through parliament, with different political, ideological, cultural, and economic scenarios, to mention a few points that are part of the bilateral agenda.
