    Abstract: 估計全球有超過一半以上的人口居住於城市中,為使城市中的生活更趨人性化與理想化,「設計」已經成為使城市更具創意力、吸引力、邁向宜居城市與創意城市的基本要素。「世界設計之都」是國際工業設計協會所發起的全球城市運用設計改造計畫,至今已有六個城市獲選。成為世界設計之都除了可以提高一個城市的國際能見度,更可以促進觀光,帶動設計產業,讓全民融入於設計生活。赫爾辛基在2012年以設計之都的機會做為開端,從一個廣闊的視角來看待設計,並將北歐的設計風格與精神融入於社會、經濟與文化進程中,開創了多項城市設計創新的可能性,成功的形塑了城市特色,展現城市生命力與創造力。
    本論文除深入探討赫爾辛基藉由參與世界設計之都的改造、創新之過程與成果外,並例舉與芬蘭鄰近之瑞典、丹麥兩國家文化政策之推動與其現代設計風格之形成與發展。
    It is estimated that there are more than half of the population worldwide living in the city, thus, in order to make the city life more humanized and ideal, the term "design" has become a basic element to make the city more creative, attractive and livable. "The world design capital" is a plan initiated by the ICSID ( International Council of Societies of Industrial Design) for the global cities to conduct their transformations with design. And yet there have been six cities which are elected. To be the world design capital can improve the global visibility of a city, and what’s more, it can promote tourism, as well as the design industry, incorporating all people into design life. In 2012, with the design capital as a starting point, Helsinki begins to view design from a broad perspective, and manages to integrate the Nordic design style and spirit into the development of society, economy and culture, finally making design innovation for a number of urban cities possible, shaping city characteristics successfully, showing the city vitality and creativity.
    In this paper, in addition to an in-depth study of Helsinki’s participation into the transformation of world design capital, innovation process and results, it also exemplifies the interaction with Finland’s neighbors, Denmark and Sweden, and formation and development of its modern design style.
