摘要:	20世紀末，中共審視國際環境正處於趨向和平發展的「戰略機遇期」，於1978年將中心工作由階級鬥爭轉移到社會主義現代化經濟建設，從此進入改革、開放新時期。21世紀初，其經濟和軍事建設成果，不僅引起世人矚目，亦促使美國「重返亞洲」。初步觀察：在不同時空環境與資源條件下，中共國家領導人對於爭取達成戰略目標之抉擇與作為，轉趨明確、多元和積極。作者根據戰略的「總體」與「行動」特性，以經濟和軍事力量為指標，解讀中共崛起過程並論證其大戰略之構想與實踐。研究發現：中共初期並無大戰略概念，僅有路線、方針與國家建設目標；在邊摸索邊修正情況下，大戰略輪廓才逐漸清晰。對於大戰略的實踐，則是採取分階段方式，結合國家五年建設計畫(規劃)，逐步完成階段性目標，進而達到最終「富民強國，復興中華」總目標。在中國共產黨政權穩定前提下，經濟力量和軍事力量的提升，使中共實踐大戰略過程之對外戰略行動模式已從低調的「韜光養晦」轉趨積極的「有所作為」，此將有利於實現「中國夢」。但是，成也經濟，敗也經濟；如果中共無法克服經濟建設不平衡所衍生的相關問題，恐將延宕國家大戰略的實踐，甚至影響其政權地位。 According preliminary observation, under the conditions of environmental factors in different time and available resources, the Chinese leaders strive to achieve the strategic objectives and strategic choices, have subsequently become more and more clear and active. From a practical point of view, China''s comprehensive national strength has increased considerably, but the development of the domestic economy and society is still very uneven. In short, the economic growth not only enhances China’s comprehensive national strength but also ensures the Chinese Communist regime. If the economic growth did not remain and the gap of wealth inequality was bigger and bigger, would shake the Chinese Communist regime and the “Chinese Dream” would be hard to come true.
