    摘要: 1959年以來,美、蘇展開以月球探測為始的國際「太空霸權」爭奪戰,隨之而來,各國都想先行開發、利用月球的資源,建設新的軍事平臺和月球基地。有中共「探月工程之父」的中共科學院院士歐陽自遠曾經表示:「月球探測促成一大批基礎科學和應用技術新的躍進。誰先開發利用月球,誰就能先獲益。」
    本論文以探討中共探月工程發展為出發點,深入探月工程各時期之開發作為及與各國探月工程之比較,置重點於基礎建設、探測技術發展、各國太空發展競合等面向,提出分析與見解,以探討中共探月工程實際作為與成果,及太空科技所帶來助益,期能瞭解中共探月工程戰略價值評估。
    研究結果發現,太空是空間活動的制高點,與國家安全及軍事戰略等息息相關,中共航天事業已經取得前所未有的成就,並且走出屬於自身特色道路,相對為經濟發展、綜合國力、提振民族信心作出貢獻。惟目前仍受限美國為首西方國家科技出口管制,關鍵核心技術仍待突破,相對全球衛星發射市場潛藏巨大市場需求,中共一方面可取得發射商機,另一方面在歐、美西方國家限制輸出相關科技下,太空產業進軍國際市場,可透過與其他國家合作衛星發射,共同進行太空科技開發,以創造雙贏局面。
    中共這幾年雖然在載人太空飛行方面有實足進步,但就整體而言,尤其在太空站和深空探測兩方面,技術仍落後於美、俄兩國,加上運載火箭推力、國內研究開發航天科技的單位眾多形成資源分散局面,不易整合等因素,唯有從體制上作調整,達事權統一,將有利中共航太工業發展。
    2013年9月中共國家主席習近平提出分由陸路及海路串連出的跨國經濟帶,簡稱一帶一路,惟獨缺太空部分的絲綢之路,目前一帶一路所經之處衛星覆蓋不足,應該和沿線國家和地區,開展通信、導航、遙感和地面站設施為主體的建設合作,各取所需獲得雙贏局面,為一帶一路沿線國家和地區發展提供航太資訊支撐,完成推動中共航太戰略布局。
    From 1959, the space combat of moon investigation between the United State and Russia has been arisen and proceeded with which every country is stimulated to develop the moon resources to operate new military platform and base. Ouyang Chiyuan, a Chinese Academy Sciences (CAS) academician, so called “The Father of China Lunar Exploration”, declared that moon investigation make a leap forward both in basic science and multiple applications. Also, the country who finds out the way to develop the moon will benefit itself on the first step.
    This essay is based on the Strategy of China Lunar Exploration Proiect and deeply analyzes the project of each phrase to compare with other countries. And it emphasizes the basic instruction, investigation technology and space development competition between countries to explore the advanced benefits and values that China moon investigation engineering can bring to military reality.
    According to the research, the space development is comprehensively related to national security and strategy. At the presence, China aviation technology industry has completed an outstanding accomplishment and created its own specialty to contribute in both economy developments and military forces. The only defect is that it is still restrained by the western exportation so that the core technology is the main issue to conquer. Due the global satellites launching can meet the potential global market’s needs, China plans to manage to business and try to cooperate with other countries to launch satellites under the strict western exportation restraint so that it can create a win-win situation with others.
    Although China made the huge progress in aviation industry within years, it still cannot compete with the Unite Stated and Russia in creating the space station and navigation overall. In addition, the variety of aviation technology departments in China are hardly to united and integrated. In order to perform the advanced technology in aviation industry, China must moderate the organization and system to produce the well-organized research center.
    In Sep 2013 XI JinPing, the China President, announced the way to Land and Maritime Silk Road Initiative. So far the area included Land and Maritime Silk Road Initiativeare not well-covered enough by satellites, the construction of communication, navigation and remote-control within countries should be activated to create the win-win situation and support the aerospace information exchange to complete the whole aerospace strategy.
