| Abstract: | 樊增祥為近代官員，師承張之洞，沿襲其「中體西用」之思想，身為陝西一省之司，為百姓盡心盡力。其公牘系列作品不乏許多學者研究，但多為單篇論文。本論文主要探討其巨著《樊山政書》，本書收載起自辛丑年（1901年），迄於庚戌年（1910年）之公牘，時間長達十年，正好是清末政治變革、社會動盪不安之時，再加上樊增祥身為地方官僚，因此，此書可以視為這十年間清朝地方司法行政之部分實錄。
正文共由五章組成，第一章為「緒論」，首先概述研究動機及目的，提出研究的預期成果，接著闡述研究方法、說明前人研究成果。第二章為「樊增祥生平與其對政治的影響」，從樊增祥的生平與家世開始瞭解，並且了解樊增祥之師－張之洞對其的看法與影響，接著概述樊增祥出仕的過程。第三章為「《樊山政書》呈現的社會文化」，《樊山政書》收載了樊增祥擔任陝西按察使、布政使任內公牘。樊增祥注意到施政中的經驗可以做個總結，因此將公牘、判詞收集刻印成冊，一來可以做為同僚下屬施政的範例，二來可以存檔當作自己的參考。再來也可以讓長官了解自己的辦事能力，也可以對問題提出具體指導，最後，也有彰顯道德之用。《樊山政書》沒有凡例可供讀者參考，閱讀不易，因此，筆者就此書整理出《樊山政書》中對刑事民事判案、債務、教育文化、風土人情、鄉規民約等等的簡單概況，並試著爬梳樊增祥治理地方的原則與概念。第四章為「《樊山政書》的治理觀」，討論的是在《樊山政書》中呈現出的傳統訴訟文化，官與民之間的關係以及樊增祥呈現出的官箴文化。第五章為結論。
