摘要:	近年來，公民參與成為現代民主社會中重要的議題。公民社會的崛起，公民角色的重要性不斷提升，使得政府的自主性面臨來自公民力量的挑戰，不論是直接或間接，公民參與公共事務的管道和機會都隨之增加。本文藉由深度訪談的方式研究北投丹鳳山自救行動中的公民參與實際情況，並透過公民參與指標檢測公民參與行動之成效，呈現出成功的公民參與之樣貌，找出實務上的缺失給予建議，促進日後方案上的順利執行。本文研究發現，公民行動的強度與持久性，受個人利益和政黨色彩之影響，這樣的情況造成非參與者的學習效果不顯著，公民參與行動的成效不佳。最後根據丹鳳山公民自救行動的經驗與研究發現，針對個案建議政府相關主政機關在未來如何去處理類似情況，提供建議作為台灣日後推動公民參與行動之指引與參考。 Citizen participation has become an important issue among democratic societies in recent years. Due to the uprising of civil societies, the participation of citizens has become increasingly important. The result is a government autonomy that is challenged by the power of citizens. Whether consequential or indirect, the opportunities for citizen participation in public affairs have increased. This research gathered in-depth insights through interviews on the subject of practicality in citizen participation. The findings conclude that the strength and persistence of citizen action is influenced by self-interest and differences among political parties. The result is a society where non-participants remain ignorant and the effectiveness of citizen participation becomes non-significant.
