    Abstract: 目前全臺共有17 個農田水利會,從立地條件與事業現況之角度來看其差異性,可分
    為都市型、都鄉型與鄉村型三類型之農田水利會,而工作內容也會適地產生業務分配比
    重之差異。為使農田水利事業合理員額配置能適業務現況而定,需以工作重分配之觀點
    擬定合理員額配置機制,以助其營運發展更能貼近實務,方能使合理員額機制之運用得
    以發揮最大效益。如何強化合理員額配置與策略性人力資源發展計畫等事項之契機,農
    田水利會辦理多角化經營之類型相當多元,概因採行相關多角化時,其組織的人力資本
    是否和其策略配適,關乎未來都市型農田水利會是否能夠有效的執行業務。
    本研究以都市型農田水利會(包含桃園、臺中、高雄、七星與瑠公)為個案,檢討
    都市型農田水利會人力配置合宜性,將透過對農田水利會現行制度文獻檢討、蒐羅相關
    議題資料、辦理農田水利學者專家訪談及問卷等方式,探討都市型農田水利會辦理多角
    化經營採相關多角化策略者,其組織結構調整,以及人力資源管理系統的適配與否之調
    整策略。擬定現行制度檢討改善措施建議案與合理編制員額標準。進一步,提出都市型
    農田水利會策略性人力資源發展計畫。
    另外綜合專家學者座談會與問卷分析結果,研究發現都市型農田水利會與傳統型農
    田水利會在財務收支結構、都市型農田水利會間在業務關注焦點及都市型農田水利會內
    在人力與業務配置有明顯差異。研究建議現有職系配置應考慮都市型農田水利會新興業
    務之需求並在業務設計上,應強調活化資產之專業人員,以期能達到都市型農田水利會
    農田水利事業永續經營之目標。
    This thesis analyzed staffing strategy in Urban Irrigation Association which included Taoyuan, Taichung, Kaohsiung, Chi-Sing, Liugong Irrigation Association. In order to promote the current system and make some advice, we searched and reviewed papers about current systems and correlated issues and we even had some conferences with experts. Further, this thesis proposed some human resource development plans which were strategic for Urban Irrigation Association.
    According to this thesis, we discovered that the financial structure, business vision, and staffing strategy were obviously different between Urban Irrigation Association and Rural Irrigation Association. If we wanted to reach the goal that Urban Irrigation Association’s business could be sustainable management, we suggested Urban Irrigation Association should focus on new business demand and more emphasizing the assets activation’s specialist in business design.
