摘要: | 我國保險法於2015年初通過修正允許銀行兼營保險經紀人或代理人業務,為銀行保險制度近年最重大的變革,對於銀行、保險公司、銀行保經代、消費者及監理官等利害關係人,均有顯著影響,在保險法修正過後,銀行保險經營模式該如何運行,將是一個重大的課題。
本研究旨在探討銀行保險通路之現況,著重於國外銀行保險經驗,對法國、美國及中國大陸之監管模式、經營模式作介紹及比較,並透過銀行之客戶分類、商品、銷售模式、銀行內部通路等實務經營面,瞭解我國銀行在從事銀行保險經營時的現況,並研究銀行保險持續發展下之未來發展趨勢。
針對我國銀行保險制度,本研究歸納結論為:一、市場發展程度影響銀行保險模式之選擇,二、銀行保險之商品及銷售通路,應依銀行業務客戶分類,三、銀行保險經營主導權歸屬影響合作模式之選擇,四、銀行保經代部門化後,銀行所需負擔責任將增加。
我國保險業發展已逐漸接近歐美國家水準,但仍存在許多問題。為此,提出以下建議:一、優化銀行保險發展的制度與環境,二、利用銀行優勢訂定銀行保險發展策略,三、加強銀行保險內部管理及人才培育,四、區分客戶需求及銷售通路,針對銀行保險通路特性進行商品開發,五、加強我國金融科技發展,提高銀行保險關於金融科技的應用。 The Taiwan Insurance Act enforced in our nation has been amended in early 2015 to allow banks serving as insurance broker or agent company, which is one of the greatest revolution in the bancassurance system in recent years, triggering significant influences to interested parties such as banks, insurance companies, bank insurance brokers and agents, consumers and insurance supervisors. After the amendment has passed, the operation model for bancassurance will be a major issue.
This study aims to discuss the status quo of the bancassurance channels, focusing on insurance practice experiences by foreign banks, having introductions and comparisons on supervising model and operation model of France, the United States and mainland China. Moreover, via the reviews on practical operation perspectives including banks’ client categories, commodities, sales model and inner channels, to have a clearer view on the situations of domestic banks managing insurance, and to take a research on the tendency for bancassurance’s sustainable progress.
For the domestic bancassurance system, this study has summarized into the following conclusions: I. Market expansion degree has an influence on choosing bancassurance model; II. Bancassurance commodities and its selling channels shall be categorized by banks’ clients according to services provided; III. The hegemony attribution of banks’ insurance management has an influence on choosing operation model; IV. After the departmentalization of banks’ insurance broker and agent services, obligations of banks will increase.
Development of insurance business in Taiwan is progressively reaching the standard of European and American countries; nevertheless, problems still exist. For troubleshooting, we hereby raise the following suggestions: I. Optimize bancassurance development system and environment; II. Utilize the banks’ own advantages to plot bancassurance expansion strategies; III. Fortify bancassurance internal management and talent incubation; IV. Segment clients’ needs and selling channels, and conduct commodities reinforcement with respect to bancassurance channel characters; V. Strengthen financial technology development to facilitate its applications by bancassurance business. |
