摘要:	參考各國之社會型長期照顧保險後，國內以長期照顧保險草案為社會型長期照顧保險之實施準則，又以全民健康保險施行經驗為輔，來制定社會型長期照顧保險制度，再以社會型長期照顧保險為基礎，商業型長期照顧保險加強其保障，形成多層次的長期照顧保險之保障。本研究發現:由於社會型與商業型長期照顧保險經營目標之不同，實施標準也就有所差異，社會型長期照顧保險是為保障人民之生活安全，因此為保障經濟程度較弱勢之族群，故承保條件較為寬鬆，卻無法保證給付是否適當，又因承保基數過為龐大，給付範圍就相對狹小，且給付項目以基本為主，費用過於龐大或服務較為精細的給付，則須依靠被保險人自行負擔，故除了需要社會型長期照顧保險外，商業型長期照顧保險也是不可或缺的。 Reference type of long-term care insurance from Germany, Japan and United States. According to public insurance of long-term care is made basic standard. Experience of National Health Insurance supplemented for the purposes.But the essence of long-term care Insurance and National Health Insurance are slightly different.Therefore, the system does not completely follow the elaboration of National Health Insurance, we should make a distinction between National Health Insurance and long-term care insurance. Development social insurance of long-term care system belongs to Taiwan. Public Insurance and private Insurance have management of different targets.Public Insurance is to protect the security of people''s life. Private Insurance gives the insured the proper to protect. They are both of Indispensable part of long-term care insurance.
