    Abstract: 第三方支付源自於1998年12月成立的PayPal,PayPal在成立初期是以金融轉帳和支付為主,是一個網絡第三方支付服務商,隨著企業整併、分家及轉型,現已成為經營跨境電子商務收款,透過多種貨幣功能,在全球190個國家或地區進行跨國交易,服務範圍遍及全球203個市場。而台灣的電子支付最早可追溯至1990年代末期,科技公司建置電子商務網站,提供代收代付機制,讓店家不用和各銀行簽刷卡收單合約,但因監管法令的限制,未能有更進一步發展。近年來,為不使台灣電子支付發展落後,並提供安全便利的資金移轉服務及提高消費便捷性,台灣的第三方支付專法-電子支付機構管理條例,於2015年5月3日正式上路,時至今日雖已有5家機構取得電子支付機構的專營執照,但目前仍未有任一家正式開台,為此乃調研大陸在第三方支付發展的沿革及法規,並深度訪談大陸第三方支付業者及專家,為台灣電子支付發展提供建議。
    本研究有以下結論
    台灣的電子支付仍受到法規限制未能積極開展業務,如能參考大陸第三方支付監管法規,鬆綁部分規定,讓台灣電子支付得以發展。
    台灣金融普及度高,但不能忽略電子商務及社交網路的發展,應善用網路所帶來的便利性,重視用戶體驗。
    Third-party payment derived from the December 1998 establishment of PayPal, PayPal was founded in the early days is the main financial transfers and payments, pay a third-party network service providers, and with the whole enterprise, separation and transformation, has become cross-border e-commerce business receivables through various money function in the world, 190 countries or regions across national borders, scope of services across 203 markets worldwide. The third-party payment of Taiwan can be traced back to the late 1990s, technology companies build e-commerce site that offers collection and payment mechanism for stores and banks do not check the credit card acquiring contract, but to limit the regulatory decree, failed there is further development. In recent years, in order not to lag behind the development of Taiwan''s third-party payment, and provide a safe and convenient money transfer services and improve consumer convenience, specifically France and Taiwan''s third-party payment - electronic payment institution regulations, on May 3, 2015 official on the road, but today though there are already five agency specializing in electronic payment institution license, but there is not yet a formal Founding, which was to pay for the development of the mainland research and regulatory experience in third-party and in-depth interviews in mainland party payment industry and experts for the development of Taiwan''s third-party payment advice.
    This article has two conclusions.
    Taiwan''s former third-party payment is still subject to regulatory restrictions are not active in the business, if they can refer to the mainland regulations, the provisions of section relaxed, let the third put paid to develop.
    Financial and high popularity in Taiwan, but it can not ignore the development of e-commerce and social networks, should make good use of the Internet to bring convenience, attention to user experience.
