Abstract:	近年來，受到全球氣候變遷與環境衝擊的影響，永續發展已成為國際間共同關注的課題。為實現永續發展的願景，愈來愈多的運輸政策皆回歸以人為本的主張，鼓勵民眾使用友善生態環境的運輸系統。其中，以優先發展低污染或零污染的公共運輸系統是解決交通擁擠與環境惡化問題的有效方案。在建構公共運輸系統與提供公共運輸服務的同時，如何有效提高民眾使用公共運輸的意願，亦即提升公共運輸利用率，遂成為當前重要的研究課題。本計畫將以「臺北都會區整體運輸需求預測模式建立及參數校估」研究計畫的成果為基礎，並參考國內外相關案例，對於如何吸引私人運具使用者轉而多加利用公共運輸的移轉策略，進行SWOT分析，同時亦對照學者專家深度訪談的結果，歸納出可行的策略，作為後續推動相關政策的參考。
