    Abstract: MOOCs are discussed very often in these years and are considered as the most innovation teaching method for higher education in the future. There are many researchers think that the revolution of MOOCs still has a long walk to go. Classes using video format are easy transformed online but are unsuited for classes with operation, design and experiment. Virtual laboratory is verified that may satisfy the defect from video classes. But teachers are inexperienced to develop a virtual laboratory for class. Therefore, this paper will describe how to develop a cloud virtual laboratory and a simple pendulum experiment is an example for explaining the design procedure and demonstrating functions of the virtual laboratory.
