Abstract:	中國將其海岸線至西太平洋第一島鏈之渤海、黃海、東海、台海及南海，視為近海海域。關於近海應變規劃涵蓋面向，包括：(1)應對外國海空兵力(2)航行自己與專屬經濟海域(3)海洋資源競逐(4)海洋主權爭議(5)海上災難與犯罪。因應近海諸般挑戰，中國海軍作戰準則之演進，涵蓋：(1)強化科技戰力(2)強調攻防結合、以攻為主(3)重視聯合作戰能力(4)擴大巡航責任海域(5)強化介入拒止能力(6)積極擴建艦船戰力。中國在近年更整合海上執法機關，將海監、海事局、漁政以及公安邊防海警力量，統一納編在新的國家海洋局之下，形成聯合海上執法力量。中國人民解放軍海軍除肩負近海防禦的軍事任務外，近年來與整合的海上執法力量相互配合，並透過「軍地海上聯合維權演習」，成為中國近海安全的有力保障。
