    摘要: Toyo Kyokai（東洋協會）was a culture organization which was established in 1907, and disbanded in 1945. But saying with accuracy, it didn’t be built at the beginning of the 20th century. The truth is it was reorganized from Taiwan Kyokai（臺灣協會）which was established in 1899. This article uses Tokyo Kyokai as a case study trying to analyze the role of culture organization on diplomatic policy of Japanese government during the late modern period. Through this subject researching, we found that Taiwan society played an important role in international relations than we imaged.
    With analyzing the rise and fall of Toyo Kyokai, it would make clear to understand culture groups in the late modern period how to affect national diplomacy or international relations, as well as what is the core competence of Taiwan within East Asia, and the whole world.
