Abstract:	本研究提出以逆向運輸規劃程序探討新市鎮聯外交通系統之人口容受力，檢討開發人口規模之課題，本研究選擇淡海新市鎮做為研究範例，因應其衛星型新市鎮型態就聯外交通系統路網、聯外道路服務水準等，分別設計8個組合情境，逆向反推旅次矩陣並重新估算新市鎮人口規模，結果顯示對應之人口規模在2.6~10萬人之間，與原始官方既定淡海新市鎮欲開發人口規模有近20萬人之差異。如此，本研究經由實證分析示範提出之逆向分析過程具可操作性，建議可作為未來相關新市鎮規劃單位在研擬開發規模參考，以避免在新市鎮實際陸續開發之過程中，衍生嚴重的交通壅塞問題，影響新市鎮開發成效。
