    Abstract: 本研究以公開金鑰技術建構貨幣電子化發行與交換架構。貨幣設計為電子憑證,保障電子貨幣於交易支付上的安全性,並具有高防偽性及可恢復性。電子貨幣交易支付經由憑證產生及註銷流程達成如同幣券般貨幣價值及時移轉性,不記名貨幣憑證格式更如同實體幣券般具有匿名性與不可追蹤性。
    貨幣電子化是以中央銀行為主的發行架構,能永續經營及受到民眾信賴,由政府推行的貨幣電子化可達支付系統規格標準化進而能被廣泛使用。貨幣電子化的效益上可降低貨幣發行成本,並簡化貨幣流通業務中繁瑣流程。貨並經由央行各資訊系統整合更有利於央行於貨幣政策上的管理。
    本研究提供不同的研究概念作為未來實現貨幣電子化的新方向。
    This research proposes using Public Key technology as electronic currency issuance and exchange infrastructure which is a new approach to realization currency electronized in the future.
    To meet monetary characteristics of anonymity and untraceable, currency is designed as electronic certificate format.To satisfy transferability currency feature in transaction, certificate generating and cancelling procedures are then be employed to electronic currency. Electronic certificate technology provides the security of electronic currency and also solves the problem of counterfeit money. When the money was stolen or lost, it can also provide the monetary value recoverability under special conditions.
    A central bank-based electronic currency issuance architecture, solves the trust issues occurred in other electronic payment systems units.
    A standardized payment system can be provided by the government,so that can be used more widely as compared to other electronic payment systems.
    Central bank can reduce currency issuance cost from currency electronization,and also simplify business processes of destruction and circulation comparing to traditional currency.
