    摘要: 車路協同系統(Cooperative Vehicle-Infrastructure System, CVIS)為智慧運輸系統(Intelligent Transportation System, ITS)之新興科技,係先進國家ITS發展之主流方向。就國際整體趨勢而言,先進國家皆已轉向著重於安全面向之車輛安全應用並進行相關技術之研發與應用,而我國CVIS發展計畫仍僅於基礎設施之投入與平台系統之建置,明顯與國際趨勢有所差距。因此,本研究的主旨在於探討我國現階段ITS發展是否應轉向,以及未來該如何推動CVIS發展策略。
      鑒於我國CVIS研發計畫較少,且未進行多年期之規劃,無法透過相關研發計畫的彙整來判斷我國ITS發展面向,因此,本研究首先透過社會網路分析法構建我國CVIS領域的資源投入關係網路,針對我國CVIS發展面向進行實證,釐清我國CVIS各應用面向上的實質投入能量,並利用情境分析步驟構建未來我國可能發展之情勢。然後,在考慮外部環境所造成的影響下,本研究以資策會所研擬之高度需求優先技術課題,透過影響CVIS發展的關鍵構面,以直覺模糊理論進行推動策略的衡量,進行不同發展情勢下相對應之推動策略排序。
     實證分析結果顯示,我國產官學研單對於CVIS領域所投入之資源著重於效率面之應用,雖符合我國ITS發展目標卻與國際主流發展趨勢有所差異,因此,對於我國ITS發展之轉折,專家學者一致認為應朝向「既有交通管理逐漸轉向交通安全」發展,且在此發展目標下,未來可能之發展情勢主要可解釋為「中央與地方思維之差距」。然而,對於CVIS推動之策略,因不同情勢下所掌握之優勢不同而擁有不同之策略推行排序,不同發展環境下,又以短期策略之排序變動最為明顯。綜整而言,本研究實證分析程序可供相關單位參考與應用,做為未來發展與規劃之借鏡。
    The Cooperative Vehicle-Infrastructure System (CVIS) is the emerging technology of Intelligent Transportation System (ITS) and also becomes the ITS developing mainstream of advanced countries currently. The global trend of CVIS is focusing on applications of vehicle safety. However, Taiwan’s CVIS deploying projects still focus on infrastructure investment and integration of information platforms. There is a difference between Taiwan and advanced countries. This study aims at exploring the turning point of Taiwan’s ITS development and providing corresponding promotion strategies of CVIS in Taiwan.
    Since there are few CVIS projects in Taiwan, no sufficient evidences are given to identify the development situations in future. In order to verify capacity of substantive input on each application of CVIS in Taiwan, this study constructs the resource-investment network of CVIS by using social network analysis, situation analysis to propose possible development situations. Considering influences of external environment, this study uses the critical factors to re-measure the corresponding strategies ranking with intuitionistic fuzzy theory.
    The results of the empirical study show that the investment of the CVIS in Taiwan still focuses on the side of efficiency between government, industries, and universities. In order to alter current situations of Taiwan''s ITS development, experts agree that the goal of ITS should be gradually changed from existing traffic management to traffic safety. Under the condition that Taiwan’s ITS goal is focusing on traffic safety, the possible development situation in future will be mainly explained as the awareness difference between central and local government. However, the ranking of CVIS promotion strategies are truly different under various development situations. Under different development situations it is found that the ranking of short-term promotion strategies is the most changeable. In conclusion, this study demonstrated the proposed methodology can be used for future CVIS development and planning.
