近年來網路購物越來越風行，透過團購與社群網站購物的消費者快速增加，改變許多人原本的消費習慣及消費模式，第三方支付也隨之興起。台灣已經有支付連、歐付寶、輕鬆付等支付工具，目的是為促進國內第三方支付的發展，保障買受人與出賣人交易安全，確保交易過程中資金流及物流的正常運作，減少買賣雙方之交易糾紛。儘管台灣消費者網路使用率普及且網購市場正蓬勃發展，但網路購物的不確定性仍較實體店面高，且網站規模大小不一，往往牽涉到個人資料揭露、網路安全環境的問題，也是未來要推行第三方支付平台的重點。 本研究認為在第三方支付商業模式發展過程中，金流管理一直是要點，其中包含儲值金的管理，所以在消費者權益保護與消費爭端解決機制上，為消費者兩大考量因素。中國在第三方支付產業發展已經成熟，從交易系統及對消費者服務保護上著手，第三方支付業者根據我國需要作適當的調整，做為未來可行之學取與建議。台灣在2015年5月已制定「電子支付機構管理條例」管理，積極針對法律架構、監理制度以及業務範疇等進行相關規範，未來在第三方支付服務之發展可期。 Online shopping becomes more popular in recent years, and community website shoppers quickly increase. It changes a lot of people consumption habits. Third-party payment in Taiwan will rise. Taiwan has PChomePay, AllPay and other payment instruments. The purpose is to promote the development of domestic third-party payment. It guarantees the buyer and seller transaction security, and ensure the normal operation of capital flow and logistics. It reduces the buyers and sellers of trade disputes. Despite the popularity of Taiwan''s consumer Internet usage and online shopping market is booming, online shopping uncertainty still higher than physical stores. Sites of various sizes are often involved personal information revealed and the problem of network security environment. Therefore, those issues also can be treated as the main topics for the implementation of Third-party payment in the future. This study states that at the development process of third-party payments business model , these two main issues, consumer protection of personal information and online consumer disputation settlement mechanism, really affect the consumers’ considerations so much. Taiwan has been developed "electronic payment institution regulations" management in May 2015, Government actively carry out the relevant specifications for the legal framework, the supervision system and business areas. We can look forward to the development of third-party payment in the future.
