文創產業是繼第三波資訊產業經濟後，被視為第四波經濟動力，尤其媒體產業中的電影產業，成長率更為驚人，全球華人的經濟影響力受到矚目，其靠的不再只是經濟實力，而是各國文化的創造力。許多國家之經濟開始從勞力密集之製造業朝向知識及創意經濟轉型發展之時，台灣必須從本身的競爭優勢出發，培養產業之國際競爭力。鑑此，本研究從影響電影文創產業起步發展最深的融資困境為主題，介紹電影文創產業之特性及融資困境，再根據文獻等資料探討我國及各國的電影文創產業融資政策以及配套措施、銀行之投資借貸、國內外民間企業等多元融資管道，找出我國目前電影文創產業融資環境之缺失及可改進之處，冀以打造優良融資環境。 Cultural and creative industries are following the third wave of IT industrial economy, is regarded as the fourth wave of economic momentum, especially in the media industry in the film industry, the growth rate is more alarming, the global Chinese economic influence by the attention, which is no longer rely on only economic strength, but national cultural creativity. When the time knowledge and creative economic restructuring and development of the economies of many countries begin to move towards the labor-intensive manufacturing Taiwan must proceed from their own competitive advantage, develop the international competitiveness of the industry. In view of this, this study affect the development of the film industry ,which started in the deepest cultural and creative financing difficulties as its theme. The film describes the characteristics of cultural and creative industries, and financing of the woods, and then explore the country and national documents and other information based on cultural and creative industries of film financing policies and supporting measures ,bank investment lending, domestic and foreign private companies and other diversified financing channels to find our current lack of cultural and creative film industry financing and the environment can be improved, in order to create good financing environment .
