    Abstract: 研發創新是經濟發展中相當重要的一環,不僅可以帶動投資,亦可以刺激經濟成長,以至於不論是已開發國家或開發中國家,對於研發投入與擴大技術創新皆相當重視,以藉此保有競爭力。而在這全球化的時代,國與國之間的影響力是非常大的,因此,各國的技術創新可以藉由學習來提升。欲瞭解此現象,本研究將探討各國的研發效率,進而分析是否存在外溢效果與收斂性。本文使用41個主要研發國,資料期間為2007年至2008年,使用考慮非意欲產出之下的資料包絡分析法對各國研發效率進行評估,以提高準確性,並導入空間計量來檢測是否有外溢效果和收斂性存在,同時,應用空間引力於空間矩陣中以符合現實的情況。由結果顯示各國研發效率存在空間異質性且有研發效率會趨於一致,可能是因為有知識外溢或技術擴散等因素,使收斂速度明顯提升。
    R&D innovation, which can not only promote investments but also stimulate economic growth, is an important section of economic development. Thus, both developed countries and developing countries emphasize on R&D investments and technological innovation. In addition, the influence between countries is extremely considerable in this globalization society so that technology innovation of a country can be improved by learning from others. In order to understand this phenomenon, this paper discusses worldwide R&D efficiency and analyzes whether there are spillover effects and convergence. First of all, this study evaluates 41countries’ R&D efficiency during 2007 and 2008 with Data Envelopment Analysis method (DEA) of Seiford and Zhu’s (2002) undesirable output so as to increase accuracy. Subsequently, we will introduce the R&D efficiency into spatial econometrics by investigating whether there are spillover effects and convergence. Simultaneously, this paper applies space gravity model to spatial weight matrix to accordance with the reality. Finally, the results show that spatial heterogeneity and convergence exist in worldwide R&D efficiency. Due to the fact that there is knowledge spillover or technological diffusion in the society, the speed of convergence increases significantly.
