摘要:	中國的海洋戰略自1949年成立以來，歷經多次的轉變。1970年代以前，中國對海權的發展與海洋戰略的規劃基本上是不重視的，這種情形到了1980年代才有明顯的改善，此時中國開始賦予海軍組織護航編隊、保護海上航渡安全、處理海事及涉外事宜的任務。中國崛起其軍事力量是不可或缺的一環，雖然中國一再宣稱其發展不會妨礙、威脅任何人，只會有利於世界和平穩定。自2011年8月「瓦良格」（Varyag）試航開始，中國海軍顯現出朝向藍海發展的企圖，但同時也引發西太平洋周邊國家對中國海權擴張之憂心。2012年9月25日，中國更宣布由烏克蘭購進航空母艦「瓦良格」號已經整修完畢，配屬於北海艦隊，命名為遼寧號（16）。在2013年5月10日，中國第一個配合航空母艦的艦載機航空兵單位正式成立，此單位由艦載機飛行部隊、機務保障部隊等組成，下轄艦載戰鬥機、教練機以及反潛、救生、警戒等數種艦載直升機，也意味中國發展航母兵力邁入新的里程碑。解放軍目前唯一一艘航母「遼寧號」與導彈驅逐艦「瀋陽號」、「石家莊號」，及導彈護衞艦「煙臺號」、「濰坊號」組成的編隊從山東青島出發，於2013年11月28日上午開始進入臺灣軍方的防空識別區並隨後進入臺灣海峽。航母主要的功能在無使用武器前，靠的即是「威懾力」，用以作為對臺灣政治威嚇工具，未來是否會影響臺灣的政治走向，甚至下一次臺灣的總統大選2016年，中國會不會又出動航母來影響臺灣民心及政經穩定性，身為臺灣一分子的我們，後情殊值關注。 Since the establishment of China’s maritime strategy in 1949, it has transformed for several times. Before 1970 China basically didn’t attach importance to the development of sea power and maritime strategy. In the 1980s it had a significant change. China began to command the navy to organize the escort fleet to ensure the sea-crossing security, and to deal with the marine and foreign affairs. The military power can not be ignored while China’s rise, although it has been declaring that it’s development will not hinder or threaten anyone, only conducive to world peace and stability. Since August 2011, China has begun the "Varyag" sea trial, showing its attempt to the development of blue ocean, But it also caused the concern of China''s neighboring countries in the Western Pacific about China’s sea power expansion. On September 25th, 2012 China announced that the aircraft carrier "Varyag" which purchased from Ukraine was completely rebuilt and was commissioned to the North Sea Fleet as “Liaoning”. On May 10th 2013 China’s first aviation unit of carrier-based aircraft was formally established, which was formed by carrier aircraft flying units, maintenance support troops, etc. It had carrier-based fighter, trainer and anti-submarine, rescue, and alert helicopters, meaning China''s development of aircraft carriers troops entered a new milestone. The fleet which organized by the only aircraft carrier of PLA “Liaoning”, the missile destroyers “Shenyang” and "Shijiazhuang” and the missile frigates "Yantai" and "Weifang" launched out from Qingdao, Shandong and crossed the Taiwan Strait after entering Taiwan’s air defense identification zone in November 2013. Before using the weapons, the main function of the aircraft carrier is the “power of deterrence”. It can be a tool to deter Taiwan’s politic, even the presidential election in Taiwan in 2016. Whether China will dispatch the aircraft carrier to affect Taiwanese people and the political and economic stability, as a member of Taiwan, we should pay close attention to observe.
