    Abstract: 馬匹為唐朝主要交通與通訊工具，傳驛制度是馬政管理與調度，更是確保國
    家體制正常運轉的重要關鍵。唐前期管理馬政的中央與地方機構，具有統屬關係，
    如西北邊境地區的馬坊和車坊，與中央官府有統屬關係。州(府)、鎮、縣、戍的
    統屬關係是折衝府的任務具有支援性，除聽從州的命令外，也要與鎮互相協調。
    州都督府隨時掌控軍防形勢，同時指揮軍府與鎮戍，及時對州、鎮做出部署。但
    若真正遇到緊急情況，州、府、縣、鎮、戍的官員都需共同上陣。唐前期馬政為
    邊防後勤不可或缺的重要軍事力量，是維繫政權運行的關鍵命脈，也奠定交通運
    輸上重要的價值地位。
    The Horses were the main transportation and communication tools, The Post and Proclamation carrier administrated and dispatched the horse management, and ensured the normal operation of The State institutions in the Early Period of the Tang Dynasty. The central and local government institutions of The horse management has subordinated of relationship in the Early Period of the Tang Dynasty. The Horse administrative houses and the car administrative houses in northwest border areas, has subordinated relationship with the central official Subordination. The State (government), Subordination town, county, Shu has subordinated relationship, The Assult-resisting Garrison has the support tasks, in addition to obey the state's command, but also co-ordinated with the town. The horse administration was the indispensable military in the border logistics, not only the key point maintained the running regime, but also established the great value on the transport position in the Early Period of the Tang Dynasty.
