    Abstract: Evaluating the effects of internationalization has become a major concern in various higher education institutions. This study tried to develop an indicator system to determine the implementation of internationalization in universities by fuzzy statistics. We designed a fuzzy questionnaire for data collection in which the internationalized indicators for reviewing the effects were classified into context, input, process, and outcome dimensions in accordance with the context, input, process, and outcome model. This design provides useful information for evaluating the effects and enhancing the specific implementation of the internationalization at the institutional level. This study also demonstrates that the indicators can be used to collect data from various universities by using fuzzy statistics.
