    Abstract: 為使自來水事業能隨時代及科技之演進而進步,提供民生量足質優之用水,厚實國家經濟發展之基礎,爰透過合理水價策略的檢討,健全自來水事業之營運,確保水資源之永續利用。本計畫適時檢討水價結構、基本費收費制與水價合理調整等重大議題,俾國人凝聚共識,研擬具體可行方案作為政府決策參考。
    為使水價政策貼近民意,本計畫除彙整研析水價議題之民意輿情外,亦將持續應用第1年建構之永續水價決策評估模式,研提水價政策建議,並藉由辦理水價議題相關座談會、宣導講習會及專題報導等,醞釀民間重視及討論水價議題之氛圍,凝聚水價合理調整之社會共識。此外,本計畫亦將協助水利署辦理公共給水質量提升與管理科技發展計畫之行政支援工作。
    Public water supply is a perquisite of modern economic development and sustaining the services requires investment and maintenance of crucial infrastructures. Financing of public water supply could come from a combination of government subsidies and water service fees levied on the users. Deciding on a pricing structure and level would require through considerations of multiple factors, because on one hand it affects the public water sector’s ability to sustain its operations, on the other it determines the affordability of the basic services to all.
    Using the method proposed during the first project year, the current water pricing structure and level have been reviewed in terms of strengths and weaknesses, and many stakeholders’ preferences regarding possible water pricing reforms have been compiled and assessed. Based on the research results of the first project year, recommendations on future water pricing policies have been proposed. During the second year, the project aims to further encourage public debates and discussions about water pricing reforms through conferences, community seminars, and special media coverage of policy issues related to water pricing, with the hope that a public consensus can be achieved. Through this project, administrative support would also be provided to the Water Resources Agency in promoting technical research and development for the management and quality improvement of public water services.
