    Abstract: 飛航管制是確保航空安全許多環節中極為重要的一環,飛航管制人力素質的良莠與 飛航安全事故的關係更是密不可分。有鑑於飛航管制的專業性、特殊性及複雜性,甄選 並培訓出合格的飛航管制員,需經長時間的培訓及反覆考核。故而如何在選訓過程中有 效甄選出適當的人才,並使其能順利完訓,避免未來因訓練失敗而增加的成本,以及降 低因培訓時間延誤所產生的航管人力不足情況發生,已成為目前航空管理的重要課題。 國內外學術研究鮮少對於甄選及培訓飛航管制員進行探討,相關研究多採取統計分 析或個案研究方式進行研討,著重於探討生理與心理因素為主,並未將飛航管制員的選 訓視為人力資源管理中之重要一環加以探討,亦缺乏對於整體選訓體系及各階段做深入 探討與評估。因此,本研究期望導入職能模型觀點,並結合深度訪談與複合多評準方法, 進行質化與量化分析,逐步發掘出飛航管制員完訓的潛在重要特質,並針對核心職能之 關連性與重要度做深入探討,進而對整體選訓流程提供完整建議,以建構高效率之選訓 計畫模式。
    Air traffic control is one of the most critical sectors in maintaining aviation safety. The quality of air traffic controller (ATC) has significant relationship with aviation incidents. Because of the profession, specialty, complication of the work of air traffic control, it requires long training and evaluation time for educating a qualified ATC. Therefore, selecting eligible cadets, who are capable of passing the training courses, to reduce unnecessary training costs and to reduce the difficulties associated with lack of air traffic control human power becomes a crucial task for aviation industry. The majority of the previous research primarily focused on investigating the impacts of psychological and physical factors, which rarely discussed the selection and training of ATC in the context of human resource management. Therefore, this study plans to apply competence model, in-depth interview, and multi-criteria decision making methods to explore the vital competencies of ATC cadets for passing the selection and training process sequentially. First, based on literature review and the in-depth interview, the core competencies of ATC are revealed. Second, the fuzzy-Delphi method (FDM) is used to sort out the critical competencies and then we will use DEMATEL-based ANP (DANP) to explore the relationship between the critical competencies and the weight of the competencies. Finally, an effective ATC program will be proposed.
