    Abstract: 中國與墨西哥關係可追溯至十九世紀,在中華民國建國之後,雙方正式建交,卻因北京與華盛頓協議建交外交,連帶影響墨西哥承認大陸而與中華民國斷交,甚至在1970年代,中華民國與墨西哥之間的各項交流幾乎停頓。1990年代,當墨西哥政府意圖加入環太平洋國家各類組織時,決定一反先前政府的作風,而與中華民國互設辦事處,透過外交軟實力政策,使兩國恢復各項交流。2002年,墨西哥因而成為中華民國在拉美地區的第一大貿易夥伴。墨西哥台北經濟文化辦事處至今已成立二十年,本論文藉軟實力理論,分析八位駐墨代表如何在其任內促進中華民國與墨西哥的各項交流,並特別著墨於李新穎代表的各項文化經貿交流,藉其豐碩交流成果,預測出兩國日後合作關係勢必更加緊密。
    Though the relations between the Republic of China and Mexico back to the 19th century and were formalized as well during the outgoing mandate of San Yat-sen, there were difficult moments such as the breaking down in 1972. It is well known that this decision was influenced by the secret diplomacy played it by both Washington and Beijing and was fulfilled during the mandate of a nationalistic president such as Luis Echeverria. Nevertheless while Mexico’s incumbent president during the 90s Carlos Salinas tried to place our country in the Pacific Basin he realized that a good chance to accomplish that goal was through getting in better terms with the main actors of that region, particularly Taiwan. That is why during his six year term he managed to authorizes the reopening of Taipei’s Economic and Cultural Office which has been leaded by eight different directors. The performance of incumbent Taipei’s Economic and Cultural Director Andre Sing Ying Lee is the purpose of this study: A Case of Diplomacy as Soft Power: Two Decades of Taipei’s Economic and Cultural Office in Mexico.
