    摘要: 台灣是個海島型國家,四面環海,缺乏天然資源,能源方面大部份依賴進口,近期人民最關心的話題莫過於是由於福島核災造成的傷害以及台灣人民對核能電廠的恐懼感,導致大多數台灣民眾對核能的反彈。
    為此就台灣能源發展趨勢、利弊為主軸並且與台灣目前電價成本、利潤、收費來探討是否合理,而在資源缺乏的情況下政府應該利用什麼方式達到節能的目的,也能使台灣能源部份能盡量滿足國人需求也可以符合環保與經濟意念,在種種不利於發展能源的環境下逆勢成長,雖然無法自給自足但可以在供需上能達到長期發展。
    本研究從探討能源需求的三個面向出發,目的在探討過去節能政策的成效,並對未來政府施行的政策提出建議,三個面向包括目前能源生產結構成本、能源需求的供需變化與未來能源發展趨勢互相的關係。
    研究發現,首先在台灣能源生產產業結構方面大部分以火力發電為主軸,其次才是以核能、風力與太陽能發電為輔助。就火力發電而言,火力發電主要的燃料為天然氣與煤炭而台灣大多仰賴進口,在目前資源漸漸消耗殆盡的情況下價格也隨之上揚。而台灣以火力為主,原物料上漲跟隨而來的是電費上揚人民苦不堪言,為解決目前各種問題,希望能在不影響生活的條件下,就政府政策與電力公司營運在供需與價格找到一個平衡點。
    所以本研究利用文獻回顧法、情境分析法與問卷來來評估台灣能源供需平衡且能節約能源的可能性,看是否能從政府方面的政策著手,藉由獎勵降低基本度數用戶的收費,再以懲罰方式提高過度用電戶每度電的價格。能夠達到滿足人民需求,又能真正達到不浪費能源的目標。
    Taiwan is a small tropical island surrounded by sea, and lacks natural resources. Taiwan’s primary source of energy is dependent upon imports, and the latest debate is the concern of utilizing a fourth nuclear reactor. With the recent disaster of Fukushima’s nuclear power plant, it is normal for the people in Taiwan to be fearful for it’s negative consequences, and the majority have rallied or pretest against the use of nuclear energy.
    For this reason, Taiwan is looking into new energy trends with all it’s pros and cons, and compare them with the current electricity cost, profit and how much is charged to if there’s an opportunity to pursue such new technology. However, with the lack of resources from the government, it is critical to begin this phase by understanding how the people in Taiwan can save energy immediately. With this accomplished, we can satisfy some needs in Taiwan that also agrees with environmental friendly ideas. Despite the fact that we are at a disadvantage to develop energy sources, we should still continue to pursue the goal f becoming more self-efficient for long-term development.
    The purpose of this study is to review the performance of previous energy policies and propose to the government to focus on the following three important areas: current structure of energy production, change in demand for the supply of energy, and the relationships between the development and trends of future energy sources.
    This study discovered that the primary energy source in Taiwan is thermal power, followed by nuclear, wind and solar power as complementary. For thermal power, natural gas and coal is needed as fuel, and Taiwan is heavily dependent on importing these goods. As these goods are becoming more sacred, the price is on the rise. Therefore, the price of common electricity bills will increase as well, and cause heavy burdens for the citizens of Taiwan. Ideally, the government needs to work on its energy policies with power companies to find a balance between price and what is supplied on the market without affecting our current living conditions.
    This study uses previous research studies, situational analysis and questionnaires to evaluate the balance on energy’s supply and demand, and explore the possibility of saving more energy with Taiwan’s current policies. A possible solution is to use incentives to reduce the basic user fee per degree, and have penalties for those that use electricity too much. Satisfy the needs in Taiwan, and at the same time, achieve to not waste additional energy.
