本研究最後根據研究發現與結論,提出相關建議,藉以提供教育主管單位、大學校院以及後續研究之參考。 This study mainly aims, via adopting the methods of semi-structured interview and document analysis, to explore the implementation of related programs of the Second Northern Taiwan Teaching Resource Center. In so doing, a self-designed interview schedule was used, and 9 staff in the 6 partner universities were interviewed. The main purpose of this study include: 1.To understand the development of the Program of Promoting Teaching Excellence of Universities in Taiwan. 2. To explore the actual operation of the Second Northern Taiwan Regional Teaching Resource Center. 3.To analyze the practice of cooperation among the central universities and partner universities in the above-mentioned centre. 4. To understand the problems and difficulties faced by the selected 6 universities, and strategies they adopted accordingly. The conclusions of this study can be summarized as follows: 1.The Second Northern Taiwan Teaching Resource Center was headed by 2 central universities in cooperation of 12 partner universities, including those obtaining the grants from the project of Aiming towards the world-class University and those in the project of Promoting Teaching Excellence Universities. All universities involved designed their own thematic collaborative projects. 2. The implementation of the related projects has resulted in the improvement of teaching quality of teachers and learning outcome of students on the whole. 3. The funding procedure of the Ministry of Education for the related projects, as well as the geographical distance, have, to some extents, affected the effectiveness of related projects. 4.There are many factors affecting the effectiveness of the Program and the thematic collaborative projects, including the visions of the chairing persons of various projects in each universities, the degree of cooperation among administrative and teaching staff, and consensus of participants. 5. The most serious problem faced in the center among the 4 main problems was the insufficient promotion and advocacy of each projects. Based on the above conclusions, related suggestions were proposed for the reference of policy reform in the future.
