    Abstract: 國軍配合「募兵制」之推動,實施「精粹案」兵力結構調整。本研究以軍事組織變革的動機、方式與效益,分析說明促使國防轉型的動力,以及達到轉型目的的方法與途徑。另以戰略形勢與安全威脅、兵役制度革新兩大面向來探究「精粹案」推動的背景,並以官僚組織理論的觀點,說明軍兵種本位主義對軍事組織變革所產生之制約,再以「精粹案」國軍後勤體系組織調整為例,分析變革的成因與影響。近年來,我國所面臨傳統及非傳統安全威脅的挑戰日益嚴峻,國軍實無大幅精簡兵力的條件,顯見「精粹案」的推動僅是為了達成全面募兵的目標。然而,現階段國內尚未具備實施募兵制的成熟環境,國軍在兵力大幅精簡後,持續面臨募不到兵的困境,只能朝增加誘因及減少兵額來提升召募成效,在此惡性循環之下,不但斲傷整體部隊士氣,也讓國軍失去應有的軍事專業。國軍在推動組織調整的過程中,隨處可見軍兵種本位主義下所產生的排擠與對立,當面臨政策壓力組織不得不裁減時,軍兵種的發展與權力即為其主要利益,此時非主要軍種、非作戰官科之裁減比例將被相對提高。軍隊在經過快速且大量的裁減後,已造成戰力空洞、專業人力流失。國軍理應在「精粹案」結束後,回過頭來好好檢視相關執行的成效與得失,並經過一段合理時間的驗證,以尋求策進之作法。
    According to the implementation of volunteer force, the ROC Armed Forces execute the “Jingtsui Program” to reform military strength structure. The research focuses on the motivation, method and efficiency of the Program. It explains the motivation to push defense organization transformation and the method to achieve the objective. In addition, this research will also explore the background of the “Jingtsui Program” based on defense strategies, national security and service reformation, discuss the restrictions of the service egoism under the viewpoint of Bureaucracy and take logistics organization reformation for example to analyze the cause and effect of the “Jingtsui Program” .
    The ROC Armed Forces have severely challenged by both tradition and non-traditional security threats in recent years. The ROC Armed Forces have no such condition to streamline the military strength substantially. Obviously, the implementation of the “Jingtsui Program” is to fulfill the goal of all-volunteer force. However, the domestic environment is not mature enough to carry out the policy presently. After forces streamlining, the ROC Armed Forces now are facing the dilemma of the recruitment. What they could do is to increase the enticements and decrease the number of recruits so as to promote the recruitment outcomes. Under this vicious circle, the servicepersons are demoralized and lost their military specialties.
    In process of the organization adjustments, the confrontation and exclusivism of service egoism could be found everywhere. When it comes to deactivate organizations, the development and authority of certain service/branch will be the main interest. In the meantime, the reduction ratio of non-mainstream services or combatant branches will be raised. After reduction rapidly and largely, the cavity of fighting capacity and the loss of professionals is appearing. Hence, the ROC Armed Forces should survey the gains and losses of the “Jingtsui Program” carefully after it comes to the end. After a reasonable period of examination, the refined methods could be found.
