台灣地區地震之天然災害發生頻率頻繁，我國亦於921地震後，於民國2001年起實施住宅地震保險制度。但我國之住宅地震保險制度計畫及實行的時間短暫，且在實行之後並無災難性之重大地震發生，故對於我國住宅地震保險之理賠制度，及震災後住宅地震保險承保建築物損壞評定之合格評估人員動員機制是否能確如規劃執行，尚無機會驗證。本研究即針對國外行之有年之地震保險理賠暨評定機制，參酌我國現行住宅地震保險理賠機制進行分析及研究，希冀本研究能提供我國住宅地震保險制度改善之建議及方向。 Taiwan belongs to a frequently seismic zone and suffered many tragical earthquake incidents and caused many property damage all around this island. Taiwan government has implemented the Taiwan Residential Earthquake Scheme in 2001 after the severe 921 Chi Chi Earthquake.
Taiwan residential earthquake insurance programme implemented in a very limit period and there were also no significant and disastrous earthquakes occurred during this period. Therefore the adequateness of the residential earthquake insurance scheme, the claim system and the certified assessor mobilization were not verified by the actual earthquake experience.
This case study analyzed the long term foreign earthquake insurance claim and examination systems and compared with Taiwan residential earthquake insurance claim system and wish to provide advice and improving direction of Taiwan Residential Earthquake Scheme.
