    Abstract: 本論文主要描述歐巴馬政府的亞太政策,特別是「再平衡」或「重
    視亞洲」的意義,並分析其與國內外因素的關聯,這是本論文主要
    的研究途徑與議題背景。
    再平衡不是在談論美國如何重返亞洲,而是歷屆政府政策的延
    續。第二章將談論冷戰前後的美國亞太政策發展。歐巴馬政府的戰
    略歷經解決中東,到重視亞洲以及再平衡。
    第三章談論歐巴馬執政初期的外交政策改革,接著於第四章探討
    亞洲再平衡戰略。第五、六兩章則探討在再平衡下的亞太外交、經
    濟、安全政策。
    美國加強與亞洲盟邦的關係,接著是與各區域大國的接觸與加強
    東協的多邊機制。歐巴馬政府的執政信念:振興經濟與運用巧實力。
    2012 年美國已經進行了一些具體的新軍事輪調與部署,以及積極
    推動跨太平洋戰略經濟夥伴關係協定的談判。這兩項為再平衡的主
    軸,未來發展也被視為再平衡的實質成敗。
    This paper describes the Obama administration’s Asia-pacific policy, and focus on
    the " rebalance" or “pivot” in U.S. relations with the Asia-Pacific region. And to
    analyze the elements of domestic and foreign policy, which is the main avenues of the
    research and issues background.
    Because the story of the rebalance is not a process of U.S. disengage from Asia
    and then re-engage. Instead, it is a matter of emphasis and prioritizing, building on a
    foundation of U.S.-Asia relations that was already in place . The second chapter
    discusses the development of the U.S. Asia-Pacific policy before and after the Cold
    War . After the Obama administration ''s strategy for resolving the Middle East , as
    well as to pivot to Asia or rebalance .
    The third chapter reviews about foreign policy reforms since the Obama’s
    presidency ,and then in the fourth chapter discusses rebalance strategy. The fifth and
    sixth two chapters explore under the rebalancing, the diplomatic, economic, and
    security policy.
    The United States emphasized the relations with traditional allies in Asia , and
    followed by engaging with the regional powers , Southeast Asian states and regional
    multilateral institutions. the Obama administration’s goes are: the revitalization of the
    economy and the use of smart power .
    In 2012, The United States has announced new rotations or deployments of
    troops, and has actively promoted the Trans-Pacific Strategic Economic Partnership
    Agreement negotiations. Both supporting the rebalancing strategy
