    摘要: 2008年馬英九以以765萬張選票、58.5%的得票率當選台灣第12任總統，參選期間以「振興台灣經濟、找回核心價值」為訴求，獲得廣大選民迴響，終促成台灣二次政黨輪替。但是中國東南沿海對台灣部署超過千枚飛彈，不論在國防安全、經貿發展、教育文化等方面，依舊對台灣造成威脅。
    自1949年國民政府轉進台灣以來，我國國防政策與戰略目標均以「反共復國、收復失土」為依歸，然而歷經蔣中正、蔣經國、李登輝、陳水扁等總統領導下，國防政策多有調整，始能因時應勢。在馬英九總統領導下，「國防政策」作為守護台灣安全的第一道防線，執政團隊如何前瞻擘畫、繼往開來，並積極創造「兩岸和解制度化」。國防政策規劃與執行上，如何衡酌國內政經發展、符合社會期待，以及相關國防具體實踐對台灣未來造成哪些影響，在文中會加以說明及討論，最後提出個人研究心得與政策建議，以供後續研究者參考利用。
    In year of 2008 with 58.8％ voters and 7.65 million ballots Ma Ying-jeou has been elected to be the 12th president of Republic of China (Taiwan). Owing to Ma’s policy of “revitalization of Taiwan’s economy and core value”began a new era of cross-strait relationship. However, Mainland China still deployed guided missiles along South-East coast of China targeting on Taiwan and postured national security threats toward Taiwan.
    After 1949 Taiwan’s defence policy has been transformed from the period among Chiang Kai-sheck, Chiang Jing-kuo, Lee Dang-hui and Chen Shui-bian. Since defence policy is the guardian of Taiwan’s security first line of national defence. So President Ma un his first term has made great effort on the structure and defence posture.
    Hence, in this thesis the author like to analyse question as follow:
    1.The evolution of Taiwan’s defence policy.
    2.Factors which impact Ma’s defence policy.
    3.Contacts of Ma’s defence policy.
    4.Practices of Ma’s defence policy.
    To conclude, there are some suggestions and advice for the government from my study, which may be useful to the future researchers.
