為提升區域灌溉管理效率，以解決農業水資源管理問題，確保農業水資源永續發展維護農業生產環境，應研發農業水資源評估指標，診斷農田水利會事業區域內、外之農業水資源經營課題，釐清水資源在環境、社會、經濟等三評估面向，建立層級評估指標及量化模式，提供相關部門檢討農田水利事業及農業發展現況、目標，以及預測施政績效，據以調整施政資源並建立滾動式檢討之量化制度，以制度化的農業水資源服務評估指標，擬訂適用於台灣之指標類別，確立農業水資源評估指標，提供台灣首先針對農業水資源永續發展之評估指標架構，建立後續相關研究之基礎，並藉由水資源評估指標之建立及水資源管理系統之建置達成提升區域灌溉管理效率之目標。 In order to ensure that the agricultural water resources are sustainable for future development and maintenance of agricultural production environment, this study tends to develop sustainable agricultural water resources indicators to assess agricultural water resources. The indicator will be helpful to diagnosis the agricultural water resources management inside and outside Irrigation Association business area. To clarify the water situation in environment, social and economic aspects, we want to establish the evaluation indicator by applying analytic hierarchy process. The indicator will be helpful information to investigate the effect of agricultural policy on agricultural water resources, and promote the irrigation management efficiency.
