    Abstract: This study analyzes the means of increasing the recycling rate of waste PCs in Taiwan through bilevel programming. The upper-level is the social welfare system; the lower-level is the recycling industries. The traditional and fuzzy approaches are used to solve the problem. The result shows the collecting fee being significant.
