      <description>title: 學校準備好了嗎？國高中教育人員實施108課綱的變革準備度 abstract: 十二年國教課綱對於學校現場而言是一項新的變革，而新課程能否落實及產生預期成效，學校人員之變革準備度乃是重要關鍵。為了深入了解新課綱實施的初始階段學校人員對此變革的準備度，本研究在理論架構上整合認知、情意與行為意向等面向，並以國、高中校長及教師為對象，運用問卷調查法進行探討，共計回收1,266 份有效問卷。結果發現學校人員均有中高程度以上的認知準備度（得分介於中高標與高標），認知準備度最佳的是領導觀，最弱的則為評鑑觀；在情意與行為意向準備度上，得分皆達中高標，但對變革的喜好度高於行為意向；在不同屬性的人員身上，最具系統性變革準備度差異的是校長、主任與獲博士學位者，這兩類屬性的人，其變革準備度較高。另在進行認知、情意、行為意向得分之組合分析後，發現學校行動者包含「知易行難型」、「順應配合型」與「意興闌珊型」等三類樣態，其中較高認知、較低情意與行為意向者佔多數。後續政策之推動，若能掌握上述之發現，將有助於研訂更為有效的政策工具。

      <title>How principal leadership facilitates teacher learning through teacher leadership: Determining the critical path</title>

      <description>title: How principal leadership facilitates teacher learning through teacher leadership: Determining the critical path abstract: In the context of educational decentralisation, school leadership encompassing different sources of leadership is significant for school performance. However, few studies have investigated the pathway regarding how principals and teachers as distinct sources of learning-centred leadership exert impact on teacher learning. To this end, survey data collected from 1340 junior high school teachers in Taiwan were analysed with structural equation modelling. The results suggest that both principal leadership and teacher leadership affect teacher learning through direct pathways, and that of teachers exhibits an even greater impact. In addition, principal leadership affects teacher learning through indirect pathways mediated by teacher leadership. By further investigating the mediating effects of different practices of teacher leadership, we found that teacher-led improvement of curriculum and instruction is a critical mediator for teacher learning.

      <description>title: 標準本位政策脈絡下師資培育改革成效之評估：應用「行動模式/改變模式圖式」分析師資培育學程 abstract: 國立臺中教育大學的「教師專業碩士學位學程」可說是臺灣近年來一項重大的師資培育改革方案，其在教育部倡議專業標準本位的脈絡下形成。為瞭解此一變革之成效，以及影響成效的中介機制，本研究以「行動模式／改變模式圖式」作為評鑑取徑。在前置作業中，採取文獻分析、文件分析與訪談方法，建立「教師專業碩士學位學程」之「行動模式／改變模式圖式」，本研究進而採問卷調查與訪談，檢視圖式中「改變模式」三個要素（課程實施、實踐反思、專業表現）之落實情形，以及該學程的課程實施成效（專業表現）受到實踐反思的中介情形。研究結果顯示，學程之課程實施、師資生之實踐反思與專業表現，均達中高標程度。另課程實施對於實踐反思與專業表現均有直接效果，惟實踐反思中的創新教學，不論對於整體的專業表現或專業表現的構面（專業實踐與專業責任）均產生顯著的部分中介作用；而實踐反思中的觀察反省，則對專業知能產生部分的中介作用。此意謂要造就一位專業表現良好的師資生，除了要有統整的課程設計外，尚須致力於提升師資生創新教學與觀察反省能力，方有助於專業表現效果的強化。上述的研究結果點出創新教學、觀察反省是師培方案要產生預期成果所需的中介機制，而此提供了師資培育改進之重要參考方向。

      <description>title: DETECTING MULTIVARIATE SERIES DATA WITH TRANSFER FUNCTION ARIMAX FOR TEACHER DEMAND abstract: The universal ARIMA model did not fit two series concurrently. For example, the series of teacher demand is a case with multiple factors concurrently in its development process. Previous literature assumed that teacher demand can be forecasted independently through the model ARIMA (autoregressive integrated moving average). In this paper, we applied multivariate ARIMA mode, called ARIMAX, for determining the demand of teachers with the series data of students. We selected the series of data as an example from the Ministry of Education, Taiwan. The cross correlation function and transfer function have been applied to build the fittest ARIMAX model. The ARIMAX analyses indicate that predicting the number of teachers with number of students is better than that only using the universal series data of teacher demand. The implication of these findings may provide an optimal research design for determining the demand of teachers under the changing number of students in elementary schools.

A self-designed fuzzy questionnaire with 20 proposed indicators was used to determine their importance from 15 experts. There are 12 indicators selected as the ﬁtted research tool to review the equality of resource allocation in pre-schools, including four indicators in human resources, four indicators in material resources, and four indicators in ﬁnancial resources. We considered Gini coeﬃcient to transform the data related to pre-school education collected from 31 provinces in China. The results reveal unequal distribution or extreme unequal distribution of speciﬁc indicators, which provides useful information for further eﬀorts to remodel pre-school education.

      <description>title: FORECASTING HIGHER EDUCATION EXPANSION ON GENDER PARITY IN JAPAN AND KOREA abstract: This study aims to explore the gender parity pattern in higher education through the longitudinal series data of Korea and Japan. Korea’s gross enrollment ratio (GER) in higher education had reached 52% since 1995, ranking third in the world, behind the United States and Australia. In 2002, the GER in Japan also reached 50%, which implies moving to the universal stage as Trow’s definition. This study chose Japan and Korea as targets to demonstrate their patterns in gender parity through higher education expansion. The enrollment data of higher education from 1971 to 2016 in Japan and Korea were collected from the World Bank. Using Becker’s coefficient of discrimination (D) and Trow’s three different stages, this study analyzes the trends of gender parity in the systems. To predict the D of Japan and Korea for the next 10 years, the fittest ARIMA model was built. The finding reveals the trend of gender parity with higher education expansion has achieved remarkable mileages. The predicted gender parity of higher education in Japan and Korea will reduce their discrepancies in next decade.

      <description>title: FORECASTING WITH ARIMAX MODELS FOR PARTICIPATING STEM PROGRAMS abstract: Many studies have examined diﬀerent ﬁelds of higher education expansion as well as the understanding of expansion through the relationship between higher education and other academic ﬁelds. This study examined how the expansion of higher education impacts STEM (science, technology, engineering and mathematics) programs and diﬀerentiates in the trajectories of Taiwan. This study aims to explore the expansion phenomenon related to the enrollment in STEM in expanding higher education. We used the classical ARIMA model to provide forecasts for the Ministry of Education (MOE) dataset. We then implemented ARIMAX (a multivariate autoregressive integrated moving average model) method to deal with the two concurrent series. The data source of this study, the time series data of student enrollment in the STEM programs and total student numbers (1950 to 2018), retrieved from MOE, Taiwan. We conducted the cross-correlation function to check the relationships between the series. We employed the ARIMAX methods to select the best ﬁt model to predict student enrollment in STEM programs. The result revealed the selected ARIMAX(1,2,1) works well to establish the best ﬁt model to predict enrollment in STEM programs. This ﬁnding provided implication to educational policy makers to implement the innovative STEM programs.

While trend analysis for this phenomenon is still very limited. This study focuses on the effect of system expansion on faculty gender parity by using transfer function and ARIMA to tackle the series data. Gender parity index was transformed by Becker’s discrimination coefficient (D) to detect the patterns of gender parity in the selected higher education system. To predict the future trend, the ARIMA (autoregressive integrated moving average) was used to build the fittest model to interpret the trends of D in next decade. The findings display the higher education system still favored male faculty, whereas following the post-expansion in next decade, the gender parity will reduce its discrepancy. This study provides an example to tackle the similar issue in different higher education settings.

      <title>青年教育與就業儲蓄帳戶方案之形成及實施成效之初探</title>

      <description>title: 青年教育與就業儲蓄帳戶方案之形成及實施成效之初探 abstract: 臺灣於2016年開始規劃「青年教育與就業儲蓄帳戶方案」之實施內涵，為了解該政策方案，本研究首先以Kingdon（1984, 1995）的多元流程取徑作為分析該政策方案形成之視角。結果發現在學生直接升學缺少自我探索機會與高教學用落差的問題流、執政黨透過在行政與立法部門的優勢，營造政治氛圍催生政策的政治流，以及跨部會網絡資源配套整合的政策流匯聚下，加上政策企業家教育部長的推力，「青年教育與就業儲蓄帳戶方案」順利產出，於2017年開始試辦。其次，本研究針對「青年教育與就業儲蓄帳戶方案」之參與，運用統計數據、文件分析及訪談，進行探討。結果顯示不管是方案申請人數或是職缺成功媒合人數，皆不符合預期。而學生選擇職場體驗者遠多於體驗學習，更映照出社會階級問題。最後基於研究所得，對於政策方案的後續整體評估與改善，提出相關建議。

      <description>title: Applying CIPO indicators to examine internationalization in higher education institutions in Taiwan abstract: This study investigated policy-driven implementations of internationalization in higher education institutions in Taiwan by evaluating its effects as perceived by students and faculty. For organizing the  internationalization indicators, we designed a fuzzy questionnaire in which the review indicators were classified into context (C), input (I), process (P), and outcome (O) dimensions according to the context, input, process, and outcome (CIPO) model. This study used statistical models to interpret valid questionnaire returns from 612 students and faculty members from various universities. The results indicated wider gaps between the importance and feasibility of implementing internationalization in the I dimension and partially in the C dimension. In addition, the perceptions of students and faculty suggested a wide chasm between expected and actual results of the CIPO dimensions. Typically, the students favored implementing internationalization regarding the C, I, P, and O indicators more than did the faculty. The diversity of internationalization, based on implementations in public and private sector universities, is demonstrated in the C and I dimensions, with gender-based perceptions and distinctions between participants in universities and technological universities being exhibited in some indicators. This study provides a method for detecting key stakeholders’ perceptions of implementing internationalization policies in higher education institutions.

      <description>title: Patterns of gender parity in the humanities and STEM programs: the trajectory under the expanded higher education system abstract: This study considers patterns of participation according to gender in post-mass higher education from the perspective of higher education expansion in Taiwan. Becker’s D coefficient (D) is used to detect the patterns of gender parity in a ‘critical mass’ field in higher education. The study compared participation in STEM and the humanities in terms of gender parity. ARIMA was used to build the best-fit model to project the future trends of D in both programs. The findings suggest that more females are entering higher education and that there are few gender differences in those entering STEM programs. The gender gaps shown by D in the humanities and  in STEM are narrowing rapidly in both the elite and mass stage, but the gap in the universal stage shows little change. The findings provide patterns of gender parity in different programs to interpret the effect of higher education expansion.

      <description>title: 校長領導對教師學習領導的影響：檢視信任關係與學業強調的調節作用 abstract: 在講求分享管理的學校經營中，教師學習領導十分重要，惟過去甚少有研究觸及其如何受到校長領導之影響。為了檢視校長對教師發揮促進學習的領導具有何等效應，特別是此效應是否會因學校裡的信任關係及重視學業程度而有所差異，本研究以國中教師為對象，運用問卷調查法進行探討，共回收1,340份有效問卷，研究結果獲得以下重要發現：一、國中教師對於本研究所探討的四個焦點（校長領導、教師學習領導、教師對校長的信任關係及學校學&#xD;
業強調），知覺程度均達中高標。不過，教師學習領導之得分顯著高於其他三者；得分次高者為信任關係。二、教師背景變項對其知覺程度之影響，系統性達顯著水準者為教師兼任行政與否。三、校長領導對於教師學習領導的影響效果，受到信任關係與學業強調的調節；信任關係對於校長領導的影響力具有加乘作用，而高學業強調則對校長領導之影響力產生壓抑效果。有關學業強調之正向功能，其強度不若西方脈絡中所呈現的，適足彰顯本研究發現具有的文化意涵。

行中介模式分析。研究結果顯示，校長學習領導與教師學習領導、效能感和課堂教學研究在學校現場均有中上程度的表現；校長學習領導對於教師課堂教學研究的影響強度，不若教師學習領導與教師效能感來得大；校長學習領導對教師課堂教學研究的影響被部分中介，其影響力主要透過教師學習領導與教師效能感而發揮。此研究結果指陳了教師學習領導的實踐與教師效能感的提升，是校長帶動教師願意持續學習的重要槓桿。

轉至評鑑歷程中，個體在想法與行為上產生的改變，以及因為評鑑的實施，所&#xD;
造成方案或組織程序與文化上的改變，而此也引發了後續提出許多導向組織&#xD;
學習與發展的評鑑取徑（approaches）。本文為闡釋評鑑可作為驅動學校改進的&#xD;
機制，分以結果性用途與過程性用途為切入點；首先說明此二類「評鑑之用」&#xD;

This study sampled 610 questionnaires from new immigrant students that 7,744 questionnaires from non-immigrant students. The structure of factors for each variable was determined through factor analysis, and multivariate analysis of variance and structural equation modeling were subsequently conducted. This study found that new immigrant students, compared with non-immigrant students, had inferior information processing, cognitive regulation, and connection strategies in terms of self-regulation learning strategies, weaker family relations and peer relationships regarding their interpersonal network, and lower individual and group learning performance. Moreover, new immigrant students’ interpersonal network and self-regulation learning strategies both had critical influence on learning performance, and interpersonal network had an indirect effect on learning performance through self-regulation learning strategies. The findings can serve as a reference for the authorities to improve related strategies to increase the learning effect for the specific student group.

The purposes of this study are to realize the effect of 0-year babies (ZYB) declining existing in Taiwan, to project the future development of ZYB and to estimate the gap between ZYB and KC in the system. This study selects the ARIMA model to verify the robustness of forecasting ZYB.  Employing the projecting data of ZYB, this study calculates the gaps between ZYB and estimated KC in next decade. Based on the fittest ARIMA model and the gap estimation, this study found the one-year model of KC is oversupply and the gaps will increase steadily. The gaps between demands and supplies in two-year model of KC are diminishing in next decade. This study provides a practical method to detect whether it is an issue of oversupply in the kindergarten system. Both predict and estimate models provide useful knowledge to reinvent management strategies to ameliorate the issue of the system.

the focus from program implementation and outcomes to program design and&#xD;
planning. One important step for moving in this direction is to examine existing&#xD;
evaluation models and to assess their relative strengths and weaknesses for planning&#xD;
purposes. This article presents a comparative case study of applying logic models and&#xD;
the action model/change model schema for planning the Learning Community Program&#xD;
in Taiwan. Lessons learned from these applications indicate that logic models&#xD;
are relatively easy to learn and effective for identifying major program components&#xD;
and indicators, but not sufficient for articulating the theoretical significance of the&#xD;
program. On the other hand, the action model/change model schema requires more&#xD;
time to learn and practise, but it has relative advantages for providing theoretical&#xD;
insights into contextual factors and causal mechanisms of the program, unlike logic&#xD;
models. This comparison can serve as a guide for evaluation practitioners when&#xD;
selecting evaluation tools to apply in planning and/or evaluating their programs.

by using a quantitative longitudinal method to determine the effects of the system expansion.&#xD;
Student enrollment data from 1950 to 2014 were collected from the Ministry of Education in Taiwan and transformed by Becker's coefficient of discrimination (D) to interpret the significance of the gender parity at various development stages in the system. In addition, this study applied an ARIMA (Autoregressive  integrated Moving Average) model to predict the D for the next decade. Reviewing the D trend from 1950 to 2014, this study found that higher education expansion has played a crucial role in promoting gender parity. The results of the ARIMA model reveal that the numbers of male and female students studying in undergraduate programs will become more equal in the next decade. Although male students are still favored for enrollment at the master and doctoral levels, the disparity is declining according to the results of this study. The findings in this study can be used to justify a higher education expansion policy based on the function of gender parity.

The 3D scatterplot and 3D surface plot have been used to display the data structure. The dendrogram with three clusters drew by Ward linkage and Euclidean distance has a relatively high similarity level and a relatively low distance level in this study. The result reveals OECD economies in the cluster1 and cluster2 are needed to improve their students’ performance. The teaching hours per year in OECD economies has negative relationship with PISA2015 performance. While the teaching hours per year in economies can explain only 12.50% of the OECD/PISA2015 performance in the regression model. The OECD/PISA data provides an excellent databank for mining practices.

Therefore, how to build teacher’s professional development to fulfil the outcome-based policy in schools has grown into a new challenge for principals. This study focused on principals’ change leadership perceived by school teachers and explored which dimension of change leadership might impact on teachers’ professional development. This study successfully invited 490 teachers from 41 elementary schools in New Taipei City (Taiwan) to participate in this study. Finally, there are 453 valid questionnaires, it represents 92.4 % of return rate. Twenty-five indicators of change leadership have been classified into three dimensions, named “communicating and shaping change action”, “building supported environment”, and “adjusting organization and performance”. The teachers’ professional development has been defined by eight indicators which classified into “willing” and “effect” of participation. This study employed the stepwise method to determine which one is the major factor impacted on teachers’ professional development in regression models. The result reveals both “building supported environment” and “adjusting organization and performance” in principal’s change leadership can explained 23.2% of the teachers’ professional development. Based on the results of regression analysis, this study suggests properly shaping principal’s change leadership can prompt to enhancing teachers’ professional development. Furthermore, the change leadership might be applied to more wide practices to improve teachers’ performance in various settings.

Previous studies have provided a profound knowledge to tackle this issue from different perspectives. Similarly, the students’ interpersonal interactions among the teachers, classmates, and parents have shown uncertainly relationship with their engagement. This study aims to explore the issues by using self-designed fuzzy questionnaire as an example for high school teachers. Fuzzy means, centroids, variances, and fuzzy correlations have been transformed. The results reveal some indicators have negative tendency fuzzy relationships. The fuzzy correlation coefficients did not display their significant differences in this case study. This study has demonstrated that the fuzzy statistics can provide an example to tackle the similar issue on a class basis in education settings.

教師的專業學習及學校發展力）保持一貫的影響力；「支持性與分散性領導」與「變革的學習」&#xD;

Knowledge the trend of new development, this study aims to realize the relationship between college students’ online behaviors and entrepreneurial intentions to enhance the related promoting programs. We selected six universities as our target group and invited 1,500 college students to participate in this survey. In this study, the collected fuzzy interval data have been transformed by fuzzy statistics to interpret their fuzzy means, centers, radius, and correlation with the fuzzy format. The relationships between online activities&#xD;
and entrepreneurial intentions have shown from low to moderate positive fuzzy correlations. Males’ online behaviors are similar to those of females according to the fuzzy centroids. The gender differences have shown in the entrepreneurial intentions. The results of fuzzy correlations demonstrate that the students’ online behaviors and entrepreneurial intentions have positive relationships. Both online behaviors and entrepreneurial intentions&#xD;
might reinforce each other. This study suggests that the higher education institutions can engage more workable actions to enhance students’ entrepreneurship.
