title: AI時代下的大國競爭與戰略研究 abstract: 自2004年起，本所每年固定舉辦「紀念鈕先鍾老師國際學術研討會」，以紀念鈕先鍾教授在戰略研究方面之卓越貢獻。自2014年起更進一步擴展為「淡江戰略學派年會」活動，延續此重要傳統，本所於2024年5月與2025年5月，舉辦第二十屆與第二十一屆的「紀念鈕先鍾老師學術國際研討會」，會議主題分別設定為「AI時代的戰略研究：機遇與挑戰」與「強權競逐：國家安全、地緣戰略與關鍵科技」，前者聚焦印太區域安全、美中戰略競逐、兩岸形勢以及解放軍發展；後者則關注全球治理、美中博弈下的臺灣所扮演之關鍵角色（地緣政治與半導體）以及變遷中的戰略與國際關係研究。兩屆的年會研討會圓滿結束後，經本所組成委員會通過嚴謹之專業審查，共甄選12篇優秀論文，收錄於淡江大學出版中心所出版之《AI時代下的大國競爭與戰略研究》專著，成為「淡江戰略學派」的最新系列叢書。本書得以順利付梓，必須歸功於許多人的辛勤付出，包括過去兩年投入「淡江戰略學派年會」籌備的本所全體專任教師、所助理秀真以及由本所研究生組成的工作團隊，尤其是感謝這擔任兩屆年會活動的協調人曲姵蓉（博班）、活動總召陳宛澤（碩班）與傅紹宇（碩班），同時也要特別感謝擔任開幕演講貴賓、研討會各場次主持人、論文發表人、評論人與圓桌論壇與談人以及所有會各界先進。本所成立於1982年，除設有碩士班、碩士在職專班以及博士班等完整學制，更為國內歷史最悠久且兼顧國際事務與戰略研究之高等學術機構。多年以來，本所在教學與研究方面，不僅聚焦戰略與國際事務研究兩大主軸，亦涵蓋區域安全與全球治理、國家安全與國防事務、中共軍事與兩岸關係等次研究領域。至於在課程規劃方面，則強調傳統與創新交揉，並注重與時俱進，以契合最新趨勢與滿足學生的需求，諸如開設戰略理論專題、國際關係理論專題、地緣政治與地緣經濟、國際安全專題、人工智慧與資安戰略、戰略思維與人工智能、SDGs時代的非傳統安全、數位時代與Z世代的戰略研究、科技、戰略與永續發展、AI時代下的兵棋推演理論與實務、數位時代的解放軍研究、國家智庫比較研究、國際危機談判、美中戰略競爭、美國與印太安全、中國政經導論、中國國家戰略、南亞與東南亞區域安全研究、權力平衡與美中台關係以及台海國防安全專題等契合時代脈動之課程。自創建至今，淡江大學國際事務與戰略研究所強調理論與實務並重，期許發揮對於國家與社會的正面影響力，相信藉由此次活動的舉辦，更能彰顯本所代代相承的精神，實踐「學術之重鎮、國家之干城」之成立初衷，也希望各界先進不吝持續予以鞭策與指教。

title: Recalibrating Austronesian Narratives through Local Implementation: Paradiplomacy, Identity Asymmetry, and Hualien County's Transoceanic abstract: This study examines how local governments recalibrate nationally framed diplomatic narratives through the implementation of paradiplomacy. Focusing on Taiwan’s Austronesian diplomacy, it argues that while the state promotes an “Austronesian” narrative grounded in academic claims about Taiwan as the origin of Austronesian peoples, this narrative encounters two structural challenges in practice. First, it is geographically narrowed, as official diplomacy is overwhelmingly concentrated on the South Pacific despite the transcontinental distribution of Austronesian peoples. Second, it is constrained by an asymmetry of identity and status: Indigenous peoples in Taiwan occupy a socioeconomically disadvantaged position domestically, yet are expected to engage externally with sovereign states or Indigenous minorities within settler-colonial systems. When this asymmetry is insufficiently addressed, the Austronesian narrative risks generating cognitive dissonance among both domestic and external audiences. Drawing on a case study of Hualien County Government’s recent transoceanic outreach, this article analyzes how local-level paradiplomacy recalibrates these limitations at the level of implementation. By connecting the symbolic geographic extremes of the Austronesian world—Madagascar, Easter Island, Tahiti, Hawaii, and Aotearoa/New Zealand—Hualien County effectively completes the spatial scope omitted by national diplomacy. The findings reveal that Hualien County’s paradiplomacy performs a significant narrative recalibration function: the local government, through more relatable Indigenous agency, softens the asymmetrical awkwardness faced by the national level when dealing with “minorities versus sovereigns,” thereby reshaping how the national Austronesian narrative is enacted and received in practice. The study argues that such calibration-oriented paradiplomacy does not contest the overall direction of national diplomacy, but modifies its practical meaning, scale, and reception. Through localized cultural practices and bottom-up Indigenous engagement, local governments can transform a regionally constrained political label into a more coherent and globally intelligible Austronesian cultural narrative. In doing so, the article highlights paradiplomacy as a critical site where national diplomatic narratives are implemented, interpreted, and recalibrated under conditions of identity asymmetry.

Taiwan, as the origin of the Austronesian peoples, serves as the core source of legitimacy for the country's promotion of "Austronesian diplomacy." However, the current official narrative faces two major challenges: First, the geographical focus is overly tilted towards the South Pacific region, leading to a discrepancy between the discourse and the academic definition of the entire Austronesian distribution map. Second, it overlooks the "asymmetry of status" in identity politics: domestically, Taiwanese Indigenous peoples are socioeconomically disadvantaged, yet externally, they must engage with "minorities" in settler colonial states like New Zealand or citizens of "sovereign states" like Palau and the Marshall Islands. If the official narrative only uses Indigenous identity as a diplomatic tool while ignoring this political status asymmetry, it can lead to cognitive confusion among stakeholders regarding the "Austronesian" label. This study uses the recent overseas visits by the Hualien County Government, spanning two oceans, as a case study to analyze how they geographically complete the Austronesian domain by connecting Madagascar (west), Easter Island (east), Tahiti (center), Hawaii (north), and New Zealand (south). The findings reveal that Hualien County's paradiplomacy has a significant "narrative recalibration" function: the local government, through more relatable Indigenous agency, effectively softens the asymmetrical awkwardness faced by the national level when dealing with "minorities versus sovereigns." This " recalibration-oriented paradiplomacy" shifts Taiwan's Austronesian narrative from a regional political label to a globally recognized cultural entity with academic legitimacy, providing a practical path for constructing a coherent Austronesian network.

title: China’s Progressive Military Modernization as Seen from the Wars Involving or Impacting It between 1950 and 2020 abstract: What distinguishes China’s People’s Liberation Army (PLA) from other countries’ armies is the fact that the PLA was in existence, initially with a different name though, before the establishment of the People’s Republic of China (PRC) as the legitimate government of China, as opposed to the Republic of China (ROC) government, or the Nationalist government, that retreated to Taiwan after losing the Civil War. As an armed wing of the Communist Party of China (CPC) since its inception in 1927, the PLA has undergone a considerable transformation from a “millet plus rifles” force to one that Beijing can count on as a powerful backing for its “wolf warrior” diplomacy. The meaning behind all this is that China’s military modernization efforts are paying off. Analyzing historical events in chronological order, this paper aims to find out how the wars involving or impacting China over the past seven decades, as well as specific international conflicts and China’s domestic politics in the same period of time, have contributed to the PLA’s modernization to date. The most recent round of military reform initiated by Chinese President Xi Jinping serves as a case for analysis in depth so as to have a better understanding of the PLA’s modernization.
