When multiple aircraft can park in a single space, inadequate planning may lead to various blockages. This not only raises airline costs but also reduces the operational efficiency of the airport. At present, the problem of assigning airplanes to airplanes in such a close proximity parking situation is planned manually, which is inefficient and may not be the optimal solution for the system. In this study, we employed time-space network flow techniques and mathematical programming to develop an optimal stand assignment model from the perspective of a planner. Then, based on the real flight data of Taoyuan International Airport, we conducted a case study and different scenarios. The results show that the proposed model is an effective auxiliary tool to assist the planners in optimizing the aircraft stand assignments under a close proximity parking strategy.

      <description>title: Optimal recovery aircraft assignment model for aircraft grounding of a certain aircraft type abstract: This study adopted a system optimization approach to establish a recovery aircraft allocation model to minimize flight delays. A recovery aircraft assignment model was developed that combined network flow technology and mathematical programming methods. To validate the model, tests were conducted by grounding different aircraft types using operational data from a Taiwan airline. The results show that the proposed model efficiently solves and can obtain the optimal solution within one minute. Furthermore, the tests show that a greater proportion of grounded aircraft types may disable more flights and cause delays. Various flight delay strategies were used for the sensitivity analyses. The results show that when the allowable delay time increases, the number of flights that cannot be implemented decreases. However, this decrease does not continue indefinitely after a certain allowable delay time. A similar trend is observed in the total delay time. In conclusion, the proposed model can serve as a planning assistance tool for aircraft reassignment to provide decision-makers with an essential reference.

The QoE model analysed 4,256 text reviews and 4,164 image reviews, categorised into intent sentiment, text content and image content. Classification models were developed for detailed opinion analysis. A case study focusing on New Taipei’s YouBike system highlights bike shortages as the most significant challenge, particularly at smaller stations. The QoS model identified bike shortages correlated with negative user perspectives in the QoE model, indicating a connection between objective operational data and subjective cyclist opinions. This QoS-QoE joint model provides an integrated approach to assessing service quality and riding experience for public bike operators and city transportation authorities.

      <title>Unit load device reassignment following temporary airport closures</title>

      <description>title: Unit load device reassignment following temporary airport closures abstract: In this study, a reassignment model is developed for helping airline planners in reassigning unit load devices (ULDs), which include containers and pallets, to flights after temporary airport closures. The objective of the model is to minimise the system cost, which includes total weighted delay time and the total penalty for leftover ULDs. To test the model's efficiency and applicability, several problem instances of different scales are randomly generated based upon data from an airline in Taiwan. The sensitivity of results is analysed. The results show that as weight capacity increases, more ULDs can be assigned and average ULD delays increase. The approved ULD's quantity per flight increases, while the number of un-assigned ULD and average ULD delay time may decrease. Also, as the ULD weight increases, fewer ULDs can be assigned, and average ULD delay time may increase. The results show the usefulness of the proposed model for actual operations.

In this study, we apply mathematical programming and network flow techniques to develop a model for determining the optimal locations of battery exchange and charging stations for electric scooters, while accounting for stochastic user dwell times in leisure areas. The proposed stochastic model, designed to address a location-scheduling problem, is formulated as a mixed-integer network flow problem with side constraints. We develop a simulation-based evaluation method and conduct computational tests to assess the model’s performance. Computational tests using real data from a city in Taiwan show that the stochastic model outperforms the deterministic model and has significant potential for practical applications.

      <description>title: Strategies for Green Transportation While Preserving Mobility and Accessibility: A Case Study of Taipei City abstract: This study develops a green index to evaluate the sustainability of different paths in urban transportation networks of origin-destination (OD) pairs. Urban transportation networks usually involve various transport modes and trips can be accomplished with more than one pattern. The basic functions of transportation, mobility and accessibility, are also explored based on travel time. This study provides strategies for Taipei City to shift smoothly to green transportation while preserving mobility and accessibility from both transport network and mode perspectives. A proposal is presented to connect activity and transportation networks by densely distributed convenience stores in Taipei. A Monte Carlo simulation of thousands of OD pairs in Taipei City is conducted to examine proposed strategies. The results indicate that for short trips, commuters can directly use motorcycles by renting and returning those at convenience stores of origins and destinations. For medium and long trips, electric motorcycles are promoted as green feeder modes to mass rapid transit stations.

      <description>title: 鐵路交通旅遊組合套票之旅客認知與購買意願探討 abstract: 本研究針對「以鐵路為主體之交通旅遊組合套票」，收集旅客對於此類產品的態度與偏好，並建立消費者購買意願影響關係的線性結構化方程模式。模式中考量了旅客對於此類產品的知覺利益、知覺風險、知覺價值及購買意願四個主要構面，並進行中介效果檢驗，探討在「以鐵路為主體之交通旅遊組合套票」的產品特性下，這四個構面之間的影響關係。實證分析的結果多數支持了本研究所提出的研究假設，此類產品帶給消費者的「知覺利益」會對「知覺價值」具顯著正向影響，而此類產品帶給消費者的「知覺風險」則會對「知覺價值」具顯著負向 影響，「知覺價值」則會正向影響消費者的「購買意願」。此外，根據中介效果檢驗可以得知，「知覺利益」會透過「知覺價值」正向影響「購買意願」，並顯示「知覺價值」在「知覺利益」與「購買意願」之間具備完全中介效果；「知覺風險」則會透過「知覺價值」負向影響「購買意願」，亦檢驗得「知覺價值」在「知覺風險」與「購買意願」之間存在完全中介效果。進而由分析結果推論其行銷與管理意涵，以提供經營管理者做為產品設計或營運的參考依據。

      <description>title: 後疫情時期民眾之臺北捷運使用意圖與身心健康感知分析 abstract: 新冠疫情導致臺北捷運系統旅運量跌破日均200萬人次，本研究採用計畫行為理論，透過問卷調查蒐集資料，以統計檢定、結構方程式等方法探討民眾在後疫情時期的自我態度、主觀規範、感知行為控制、身心健康感知、防疫資訊接收態度等五大構面，是否影響搭乘捷運的意圖與行為。模式分析結果顯示，自我態度、感知行為控制、身心健康感知等構面具有顯著影響，若干疫情高風險族群或是身心健康、家庭經濟與親友受疫情衝擊較大之民眾，搭乘捷運的正向態度與感知偏低，經濟弱勢族群搭乘捷運更可能伴隨著焦慮感。連同都會區各種競合運具發展變化、人口下滑暨其他外部綜合因素，約可回應臺北捷運迄今未能恢復疫情之前的旅運量水準。文末建議交通部門除了透過多元方式推廣大眾運輸外，各界也須從疫情經驗中學習應變與適應力，短期仍應重視疫情的心理衝擊、中長期則有待捷運路網持續擴充，捷運旅運量方能逐步回升。

The process contains three steps: 1) Users sign up for the app with personal information, and the genetic algorism determines a fitness value based on the routing cost and user preferences such as interaction, dining, and smoke odor in the car; 2) After posting individual carpool demands, users receive a system-suggested carpool match; 3) The app generates a carpool fee with a discount for additional passengers, employing second-degree price discrimination. This app creates a mutually beneficial scenario: drivers earn a fee ranging from the public transit fare C as the price floor to 2.8C as the ceiling, covering gas costs and freeway tolls; passengers pay up to C and receive a 10% discount with an additional co-rider. The app and supporting measures propose a mechanism to alleviate traffic congestion in Taipei's science park corridor.

      <title>Domestic burden in an unfamiliar new homeland: gender, immigration, and household-serving trip frequencies</title>

      <description>title: Domestic burden in an unfamiliar new homeland: gender, immigration, and household-serving trip frequencies abstract: Research shows that immigrants face greater mobility constraints in an unfamiliar environment, particularly immigrant women. But whether and how immigrant women adjust their household-serving trip frequencies accordingly remains largely unknown. Utilizing data of adult male and female members in nuclear families from the 2017 National Household Travel Survey conducted in the United States and applying the negative binomial regression model, it is found that, all else holds constant, being a woman correlates with making more escorting and shopping trips, but being an immigrant does not. In other words, immigrant women escort others and go shopping as often as native-born women. However, it is also found that, all else being equal, spouses of immigrants make more escorting and shopping trips than spouses of natives, especially husbands of immigrant women. Taken together, these results suggest that although men with an immigrant wife take on more household-serving travel duties so that the within-household gender travel gap narrows, the household-serving travel burden on immigrant women is not lessened compared to that on native-born women. Therefore, while encouraging male participation in household labor is a common strategy to reduce women’s domestic load, assistance from outside the home should be provided in particular to immigrant women for alleviating their household-serving travel burden.

Maintenance, repair, and overhaul provider (MRO) enhances the efficiency of existing space utilization by reducing the distance between parked aircraft. However, it is often necessary to change the position of parked aircraft during maintenance and if there are other aircraft blocking this movement it is necessary to interrupt the original maintenance work to allow the aircraft to pass. Unnecessary relocation of aircraft could reduce maintenance efficiency and increase costs. This study adopts mathematical programming with a network flow technique to develop an MRO stand allocation model. The effectiveness of the proposed model is evaluated in a case study performed using the data collected from a Taiwan aircraft MRO service provider. The results demonstrate that the proposed model could be a useful and practical planning support tool.

      <description>title: 以和諧演算法為基礎之混合全域搜尋法求解最小凹型成本轉運問題 abstract: 在實務上，貨物運送的單位成本常隨數量的增加而遞減，其成本函數曲線為凹形，而此類問題可定式為含凹形節線成本之最小成本網路流動問題，但此問題屬於NP-hard問題，故難在有限時間內求得大型問題的最佳解。新近的和諧搜尋演算法目前在各領域的問題求解上效果頗佳，但尚未發現有應用於含凹形節線成本最小成本網路流動問題，緣此，本研究以和諧搜尋演算法為基礎，並結合粒子群演算法、螞蟻族群演算法、門檻值接受法與凹形成本網路啟發解法之特點，以節線及路徑為基礎發展一混合式全域搜尋法，以有效求解含凹形節線成本之最小成本網路流動問題。為測試本研究演算法在不同規模及參數的網路問題之求解績效，本研究設計一隨機網路產生器產生大量隨機網路，並測試遺傳演算法、門檻值接受法、大洪水法、類螞蟻族群演算法及粒子群演算法，以評估本研究演算法之求解績效。測試結果顯示本研究演算法求解品質良好，可提供實務界求解此類網路運送問題之參考。

In this study we employ network flow techniques to construct a logistical support scheduling model under stochastic travel times. The concept of time inconsistency is also proposed for precisely estimating the impact of stochastic disturbances arising from variations in vehicle trip travel times during the planning stage. The objective of the model is to minimize the total operating cost with an unanticipated penalty cost for logistical support under stochastic traveling times in short term operations, based on an emergency repair work schedule, subject to related operating constraints. This model is formulated as a mixed-integer multiple-commodity network flow problem and is characterized as NP-hard. To solve the problem efficiently, a heuristic algorithm, based on problem decomposition and variable fixing techniques, is proposed. A simulation-based evaluation method is also presented to evaluate the schedules obtained using the manual method, the deterministic model and the stochastic model in the operation stage. Computational tests are performed using data from Taiwan’s 1999 Chi-Chi earthquake. The preliminary test results demonstrate the potential usefulness of the proposed stochastic model and solution algorithm in actual practice.

      <description>title: A New Model and heuristic algorithms for the Multiple-Depot Vehicle Scheduling Problem abstract: The multiple‐depot vehicle scheduling problem (MDVSP) addresses the work of assigning vehicles to serve a given set of time trips with the consideration of certain requirements representing the market rules. Extensive studies in the literature address the MDVSP, but because of the complexity of the problem, the findings of those researchers are still not enough to represent real world situations in Taiwan. Formulation for the MDVSP typically contains the following assumptions: (1) the size of fleet or maximum number of available vehicles at each depot is known already, (2) all trip serving costs are usually simplified as a single term in the objective function, which fails to reflect public transit operator concerns, (3) the applied deadheading strategy is static less flexibility, (4) there is no discussion of differences of route change frequency in the problem. This paper presents a new MDVSP model to address the above issues. A greedy heuristic algorithm based on the divide‐and‐conquer technique is also proposed to solve the MDVSP effectively. Computational tests are performed on the Kinmen Bus Administration (KBA) and results demonstrate that the proposed new model and the greedy heuristic algorithm for the MDVSP are effective in solving real world problems.

      <description>title: 運用電子票證資料推估大眾運輸旅次起訖資料分析方法之構建與驗證 abstract: 目前臺灣地區大眾運輸的刷卡系統分為一段式刷卡與兩段式刷卡(里程計費)兩種方式，但由於一段式刷卡電子票證之內容僅記錄乘客上車(或下車)單一資訊，無法統計出路網中各路線各站起訖點間之運量資料(O-D table)，在相關應用分析上造成很多限制，另在過去學術研究中亦尚未看到利用電子票證資料結合外部異質資料的推估演算法。有鑑於此，本研究旨在利用電子票證一段次刷卡紀錄，並結合電子票證與地區土地分區之資料，建立一段式電子票證刷卡資料的3階段旅次訖點推估演算法。為驗證本演算法的推估正確性，本研究選擇公路客運與市區公車各一條路線，以及北臺灣某縣市市區公車路網的電子票證資料作為測試對象，測試過程首先以完整記錄兩段式刷卡資料的市區公車與公路客運路線進行測試，並將電子票證資料訖點資訊隱藏後進行推估，測試結果兩條客運路線的訖點推估率均為100%外，其訖點正確率亦分別為81.4%與75.3%；之後再以北臺灣某縣市的市區公車一段式電子票證刷卡資料進行旅次訖點推估，除推估率為100%外，其平日與假日推估旅次與交通部所提出運輸需求模式推估量之差異分別僅有6.47%與12.78%，顯示本研究所提出一段式電子票證刷卡資料的3階段 旅次訖點之推估演算法，可作為後續路線檢討與班次修正的重要參考。

In practice, in VMI, inventory levels are decided manually by planning personnel, based on their experience and past operating records. From a system optimization point of view, the determination of the upper and lower inventory levels in storage areas is complicated, necessitating analysis of many factors. Consequently, it may not be possible to obtain the best planning results, to determine and maintain the optimum levels of inventory. In this study, we utilize network flow techniques to build a replenishment model to deal with the upper-and-lower inventory level control problem, with the objective of minimizing the total cost in short-term operations, subject to inventory level control and other operating constraints. The model is formulated as an integer network flow problem with side constraints and is characterized as NP-hard in terms of optimization. To efficiently and effectively solve the large-scale problems that occur in the real world, a solution algorithm is also developed. Finally, numerical tests are conducted using real data from a major retail company in northern Taiwan. The results demonstrate the usefulness of the proposed model and solution algorithm for replenishment planning in actual practice.

Ensuring the disaster preparedness capability of an airport has become a crucial issue. Prior studies on assessing airport resilience and risk analysis have failed to consider the impact of the disaster at various stages and the interdependence between the factors or criteria. This study proposes airport resilience model that considers the various stages of disaster response. First, we collect criteria affecting airport resilience through literature review and experts' survey to develop a novel evaluation framework. Second, this study applies the modified DEMATEL (Decision Making Trial and Evaluation Laboratory) which was modified by introducing the concept of heterogeneous impact analysis and combined with the concept of centrality weighting. Then, the modified DEMATEL is further combined with the Dombi Weighted Aggregator method to explore the interdependence relationships among the criteria and effectively integrate expert opinions. Finally, modified VIKOR (VlseKriterijumska Optimizacija I Kompromisno Resenje) analysis is applied to assess the resilience performance of Taiwan's major international airports and provide suggestions for improvement. The results indicate that pre-disaster preparation, with a weight of 0.338 among four stages, is the most crucial stage for enhancing airport resilience. This can be achieved through the implementation of effective emergency response procedures and evacuation plans in the event of a disaster. However, most of these studies discuss prevention measures, the effects on airport operations, forecasts of economic impacts, changes in service quality, etc. There is a lack of research on the effects of various prevention measures on airport operations and the interrelationships between these measures. This study focuses on addressing this gap. In this study, an integrated approach is devised that combines the decision-making trial and evaluation laboratory (DEMATEL) method and interpretive structural modeling (ISM). This integrated method is useful for exploring the relationship between pandemic measures and airport performance as well as the complex relationship between them, and the combination of methods improves upon the shortcomings of the original models. This study reveals that mandating vaccination certificates for entry into a country is the most significant measure affecting airport performance. Additionally, aircraft movement at the airport has the greatest overall impact and can be considered the most crucial factor influencing airport performance from an operational standpoint. The findings show that both factors directly influence financial performance, as reflected in the net income. Some management implications are provided to mitigate the consequences of the measures taken to counter the pandemic crisis. This integrated approach should also assist authorities and policy-makers in planning cautious action for future crises.

But whether and how immigrant women adjust their household-serving trip frequencies accordingly remains largely unknown. Utilizing data of adult male and female members in nuclear families from the 2017 National Household Travel Survey conducted in the United States and applying the negative binomial regression model, it is found that, all else holds constant, being a woman correlates with making more escorting and shopping trips, but being an immigrant does not. In other words, immigrant women escort others and go shopping as often as native-born women. However, it is also found that, all else being equal, spouses of immigrants make more escorting and shopping trips than spouses of natives, especially husbands of immigrant women. Taken together, these results suggest that although men with an immigrant wife take on more household-serving travel duties so that the within-household gender travel gap narrows, the household-serving travel burden on immigrant women is not lessened compared to that on native-born women. Therefore, while encouraging male participation in household labor is a common strategy to reduce women’s domestic load, assistance from outside the home should be provided in particular to immigrant women for alleviating their household-serving travel burden.

The statistical results show that the daily ridership dropped 43% on the weekends and 14% on the weekdays, indicating how powerful such a slight fee adjustment was on user behavior. Regardless of the fee adjustment, the rental peak hours, duration, and travel distance remained almost unchanged. The daily turnover rate decreased noticeably from 10.4 to 8.0 rentals per bike. Most trips had one end next to the mass rapid transit (MRT) stations or schools. Locating YouBike stations along the MRT lines had multi-faceted effects: offering first- and last-mile services, providing a choice at midnight and in the areas without public transit services, and replacing specific MRT trips.

      <title>The effect of an engineering EMI course on university students' English proficiency and content learning</title>

      <description>title: The effect of an engineering EMI course on university students' English proficiency and content learning abstract: Interview and questionnaire data from previous studies have suggested that English-medium instruction (EMI) has enhanced students’ English proficiency but hindered content learning in non-English-speaking countries. This study seeks to verify these arguments using test-based evidence. Study participants were students enrolled voluntarily in either a Chinese/L1-medium instruction (CMI) or an EMI section of an engineering course. Data were collected from pre- and post-assessments of English language proficiency and the course midterm and final exams. Statistical analyses showed that both sections had significant gains in English listening but losses in reading. The EMI section significantly outperformed the CMI section in the listening and reading tests. However, no significant differences were found between the two sections in the English-written midterm and final exams. When controlling for reading, the EMI section had midterm scores significantly lower than the CMI section but slightly higher for the final exam. This study may justify the CMI and EMI parallel-instruction model, that is, offering CMI and EMI sections of the same course from which students can choose. It is hoped that this model will lead to smaller EMI sections with higher English proficiency, eventually leading to content learning outcomes equal to CMI sections.

以問卷及訪談為資料蒐集工具的研究顯示,非英語系國家採用英語授課可增進學生英語能力,但有礙學科知識學習。本研究以測驗來驗證此論點,藉由某門工程科目實施一班中文,一班英語(授課),比較兩班學生的英語能力前,後測分數,以及學科期中,期末考成績。統計分析顯示兩班均呈現英語聽力進步但閱讀退步的狀況,且英語班的聽,讀能力皆顯著優於中文班。兩班學科考試均以英語出題,成績無顯著差異;惟若將兩班英語閱讀能力差異之因素納入考量,進一步檢視學科學習結果,則英語班的期中考成績顯著較低,期末考後來居上而微高於中文班。本研究結果支持一班中文,一班英語的授課模式,學生自由選班,將形成量小質均的英語班,且最終學到的專業知識不遜於中文班。

Bikeability is an important factor affecting the willingness to ride. Since the urban riding environment is more complex than the suburbs, it is necessary to establish a complete urban bikeability evaluation framework. This study applies Bayesian BWM (Best Worst Method) and modified VIKOR to develop an urban bikeability evaluation framework. First, this study collects criteria affecting urban bikeability through literature review and experts’ surveys to develop a novel evaluation framework. Second, the Bayesian BWM was used to evaluate the relative weights of criteria and dimensions. Finally, the modified VIKOR was used to evaluate the riding environment of urban bicycle systems. The modified VIKOR replaces the relatively good concept as the aspiration level, which can effectively reflect the real situation. This study used two cities of Taiwan as case studies to demonstrate the usefulness and effectiveness of the proposed model. The results show that “completeness of facilities” is the most important dimension and “maintenance of bicycle pavements”, “width of bicycle lanes”, and “separation of bicycle lanes and car lanes” are the critical criteria. Based on the findings, some management implications and improving strategies are provided.

      <description>title: 災後緊急醫療救護車派遣規劃之研究 abstract: 以往發生重大災害事故時，衛生福利部會啟動區域緊急醫療應變中心，採取必要緊急措施。指揮中心在指派救護車後送傷患時，經常依照決策者或指揮官過去經驗所決定，此作法缺乏系統性最佳化分析，且可能造成誤判，導致延誤後送。因此，本研究以系統最佳化觀點，運用網路流動技巧定式救護車輛於時空中流動之情形，並配合數學規劃方法所構建一災後緊急醫療救護車派遣規劃模式。為評估模式正確性，本研究以桃園地區之相關資料及合理假設進行範例測試，並針對不同參數進行敏感度分析和方案分析，結果顯示本研究模式可作為決策者之規劃輔助工具。
