      <title>Performance Measurement in British Central Government</title>

      <description>title: Performance Measurement in British Central Government abstract: or many years, research on public sector performance measurement has focused on the more "mainstream public interest" sections such as Health, Education, or Police Services and overlooked agencies and public bodies. The research aimed to explore the issues of performance measurement in the context of British executive agencies and non-departmental public bodies with a view towards development an improvement. Through a three-phase exploratory study, the research set out to gain an in-depth understanding of performance measurement practice and in doing so, identified and examined the key elements for development and improvement. Phase 1 was a large scale questionnaire-based survey which, in broad sense, explored the nature of and reasons for performance management, the tools used, factors influencing design and the perceived level of system effectiveness. Phase II was a more in-depth study, extending the efforts of Phase I, sought to examine some of the issues in greater detail ; and Phase III was initiated based on managers' desire, explored the feasability of devising a tool to inform and evaluate performance measurement practice.the research has found that performance measurement practice and knowledge was evident across agencies and public bodies. The research also revealed nine interconnected elements as key to effective performance measurement. Based on these findings a framework for performance measurement practice was developed. Out of which, a performance measurement practice evaluation tool(PMPET) has been created. Although the framework and the resulting PMPET were customised for agencies and public bodies, they aimed to be generically applicable to the wider sections of public sector.

      <title>科學傳播社群中風險文化的形構與實踐：從組織論述看氣候變遷</title>

      <description>title: 科學傳播社群中風險文化的形構與實踐：從組織論述看氣候變遷 abstract: 科學傳播、風險文化與組織論述等三種觀點將氣候變遷研究引入另一種選擇：科學傳播新方向（next science communication），帶給當代風險社會另一個思考的路徑。本研究主張深究氣候變遷時代下的行動主體及其互動，提倡文化實踐在氣候變遷領域中的作用。透過理論概念的造構與詮釋性經驗研究的相互映照，在Beck、Giddens、Lash的風險理論基礎上，匯入Lewensteine、van Dijck、Rouse、Gross、Chia、Alvesson、Foucault、Deleuze等橫跨科學傳播、組織論述研究、語藝學、論述分析、文化研究等思想平台，並且深究台灣氣候變遷的科學傳播社群中的各參與者（研究機構、媒體組織、公民團體）之話語論述（discourses），來建築一種具有深層反思、科學實踐、意識革命的氣候變遷下之組織型態與主體位置。&#xD;
本研究透過組織論述分析方法將焦點集中在對於氣候變遷的詮釋如何在組織中被形構，並且實施未來導向的（future-oriented）、策略式的實踐，其指向一個正面、積極、創造、能動、與強調意義的科學文化。可以預見的是，極端氣候變遷的風險特質，要求現代社會必須更加深刻地將科學與文化結盟在一起。在氣候變遷的風險文化中，人類的行動原則將需要被要求與未來產生新的一種倫理的、美學的、日常生活的關係。&#xD;
分析後發現，大氣科學研究機構、環境公民團體與媒體組織分別形構了「科學現代性」、「綠色意識」、「實用主義」等三種氣候變遷的知識型，且以「金絲雀與追秘者」、「反抗者」、「傳福音者」三種主體型態進行氣候變遷的文化實踐，在此基礎上，氣候變遷時代的風險文化應該具有「後常態科學」、「多元政治」、「未來取向」與「處世修身」之特色。此氣候變遷論述形構與實踐，將勾勒出具有未來回應性（futures-responsive）的當代風險文化，並且創造未來的（futures-creation）公民社會之可能樣貌。

      <description>title: Securitization Revised: Power Estimation Model of Actors abstract: 1998年，布贊、維佛和德威爾德等三人合著的《安全：一個新分析架構》開啟西方國際關係學界關於「安全化」研究的先聲，也奠定哥本哈根學派在國際關係領域的地位。「安全化」自提出以後，被許多歐美學者運用於分析氣候變遷、傳染病、恐怖主義、海盜等非傳統安全問題，並於近年開始流傳於亞洲學界。然而，即便如此，哥本哈根學派長期以來遭受批評，而各界批評無非強調該學派的歐洲中心主義，並質疑後實證理論的實用性等問題。有鑑於此，同時顧及近年西方國際關係學界開始大聲疾呼「學科全球化」的趨勢，本研究嘗試在「安全化」的架構中納入「關係」的概念，以提出一個能用於分析安全問題和外交政策的新架構。此外，透過再融入衝突理論、「權力」的概念以及矩陣圖的運用，本研究提出一個能用於初步分析兩個行為者之間互動的政策分析模型。透過中國和美日兩國於南海和東海地區的案例，本研究試呈現行為者(國家)之間如何建構安全問題、安全化的過程，以及在危機爆發後的去安全化過程。透過修正「安全化」的概念，研究者希望新模型能進一步帶動對非主流國際關係理論的思考和應用。

Futures studies has moved from external forces influencing the future–astrology and prophesy–to structure (historical patterns of change, of the rise and fall of nations and systems) and agency (the study and creation of preferred images of the future). Futures studies have been eagerly adopted by planning departments in organisations and nations. Yet there are clear differences between planning and futures framework. Planning seeks to control and close the future, while futures studies seek to open up the future, moving from the ‘likely’ future to alternative futures. This book is divided into two main sections: 1. The first section explores futures studies–approaches, methodology, epistemology, trends as well as case studies in the field. 2. The second section focuses on futures studies and action learning, developing a new focus that that combines futures studies and action learning, anticipatory action learning. The ways in which the future can be used to transform organisations is articulated in this section.
