title: 環境全球化 abstract: 人類對於地球生態圈進行整體有系統的研究並沒有多長的歷史。一直到19世紀晚近，才開始有相關的理論和研究，而人類活動對於生態圈的影響則一直到20世紀中期才逐漸發展並受到重視。生態圈的污染與破壞可以由一個人、一群人或是一個國家所造成，然而防止或是恢復生態圈的努力去無法透過個人或是單一國家社會所達成。保護生態圈的均衡也並不是單純保護自然景觀而已，必須先了解特別生態的運行和地球生態圈運作方式，然後界定出那些人類活動對於現在以及未來的生態系統會造成何種影響，再來採取集體聯合的修正及補救措施。而所謂的修正及補救措施，涉及到科學界的研究努力，以求更加了解關於地球生態圈的知識，也涉及到個人層面對環境保護的意識與決定付出的努力與成本，最後，在國家政府層級，涉及到跨國甚至是全球性的集體行動。

title: Triangle Trade Relations among China, the EU and Taiwan under the Aspect of the WTO abstract: The WTO is a member-driven international trade organization composed of governments and customs territories. It sets the legal framework for trade among the members. The EU as successor of the EC is the founding member since the establishment of the WTO in 1995. With the gradual enlargement process, the EU has been also one of the super members with the strong economic power within the WTO. Since the open and reform towards the world economy, China has taken a rapid step for the economic development in the 1980s. China has accessed into the WTO in Dec. 2001. The Taiwan’s economy strongly depends on export. Therefore, trade plays a very important role for Taiwan. Taiwan has become the 144th member of the WTO since 2002. Nowadays the WTO is an important platform for Taiwan in the international community, especially the Cross-Straits trade relation between China and Taiwan. With the trend of globalization, the trade relation between China and Taiwan is unavoidable and inevitable. The Cross-Straits trade relation has rapidly developed after their access into the WTO. As a result, the WTO has become an important platform for the interaction between China and Taiwan. Furthermore, China and Taiwan have concluded in 2009 the Economic Cooperation Framework Agreement (ECFA) under the WTO. This thesis firstly works on the ECFA as basis to explain its content and its impact on the both-side development. Secondly, it deals with the triangle relation among China, the EU and Taiwan within the WTO. Furthermore, it focuses on the signification of the ECFA for the triangle trade relation and its future. Finally, it draws a conclusion as finding of this research.

title: 剖析歐洲聯盟對歐中投資協定的戰略思考 abstract: 當前國際關係仍處於全球化的時代，許多全球化的議題仍為各國所關切，包括全球經濟的復甦，氣候變遷的效應，貧富差距的擴大，以及文明差異的衝突等。在全球化之下，仍難脫傳統的大國博奕，各主要大國之間仍在進行權力的角力，並深刻影響國際及地區情勢的發展。其中包括美俄在東歐及中東地區的較勁，美中在國際上及亞太地區的競爭，尤其是近年來雙方在南海地區的較量，但是美中俄間仍維持著「鬥而不破」的關係，中國與歐洲、日本及印度間也存在著競合關係。中東地區的「伊斯蘭國」仍是該地區最大的安全威脅，但在各方的聯合圍剿下，勢力已逐漸減弱。亞太地區基本上仍籠罩在中國崛起及美國的再平衡戰略的較勁之下，美國聯合日韓澳菲等傳統盟友，又拉攏印度及東南亞部分國家以遏制中國的崛起，南海及東海是雙方競爭之處。中國大陸則採取和平發展及「有所作為」的原則，並以「一帶一路」戰略為支撐，爭取俄韓澳及東南亞部分國家的支持，以突破美方的遏制，但是美中間又維持競合的關係。兩岸之間今年亦產生很大的變化，台灣在5月後由民進黨上台執政，新任政府雖然希望兩岸間維持現狀，但是對於「九二共識」未明確承認，北京方面並未給予正面回應，目前兩岸仍處在冷和與僵持中，未來會如何發展深受兩岸及國際間所關注。

title: Greening Cities Experiences abstract: The face of modern large cities has been changing and evolving in recent years in size, population density, activities, transportation, infrastructure, carbon emission, and sewage water, garbage production or needs. Asia and other fast developing economies and population may lead the way with the fastest population growth in the world in the coming decades and reach 70% of global population. Increasing attention and interest has being given to garden and parks. More recently, urban green spaces have been identified as being vital for balance in lifestyle, health. They also have a role to play in the social arena and community life, such as landscaping or enhancing the visual aesthetics of natural landscapes; trees and plants mitigate someway GHG by fixing Carbon emission; and moreover green spaces create relaxing recreational spaces in metropolitan areas provide opportunities for social activities for people living or working in the neighbourhood. When we look at recent history on East Coast of the United States, just a century ago we saw bitumen roads, concrete, steel, glass, buildings and infrastructures transforming cities. While suburbs came into existence expanded, replacing farmlands and fields into metropolis. There has been an interesting evolution of innovative and creative green solutions, such as the use of the balcony or roof for gardens or farms, green walls, small size orchards with water basins across the cities, vegetable garden parks open to public leisure gardening or, vertical farms inside building (Tokyo, Paris, Taiwan...). Green architectural microalgae bioreactors cultures on Paris left bank surface wall, on highways (Switzerland) producing value added biomass by using photonic energy to capture carbon dioxyde remediation obligation in the future; Microalgae multiple output and by- products may turn out as an important income contributor for skyscrapers management. Greening cities case studies might show promising results on paths to improve environment, quality life, simultaneously, create new perspectives and economical opportunities for sustainable societies. The case studies from Taiwan are interesting for other cities in both the East and West incite for further discussion and debate on what greening can be bring into urban infrastructure and on the right equilibrium component share to adopt for future planning, and the implications for building as a greening process

title: 軟權力在歐盟外交中的運用：以法國文化外交及軟權力之影響為例 abstract: 歐洲主要各國自 19 世紀後，就積極透過學術交流、經貿技術交流合作以及人文發展等方式，朝著鞏固自身外交權力的目標邁進。特別是法國，不僅期望能在歐洲建立起與美國抗衡的力量，並且以此方式提昇自身國家的外交權力。根據 Joseph S. Nye，William Owens 與 Milton Cunning 等的文獻回顧，可一探全球和法國對於軟性權力的概念，從文化、外交層面的起源、定義和發展，來探討此一有別於過去硬性權力的文化外交。以法國為例，透過教育、文化以及科技等工具使法國具備更多元與柔性的說服力，來促使歐洲其他各國願意追隨其所倡導的核心價值。此乃現今法國所具體展現出的軟性權力，其影響不亞於美國對全世界所帶來的嚮往和景仰從而產生出的影響力。法國於國際上積極主動提供多項援助。借由歷史背景、文化相近的因素，以及經貿網絡，使得法國在對這些國家提供資金援助或是技術協助時，能夠達到事半功倍的效果。在文化交流與旅遊上，集結政府、地方行政單位、專業人士以及經貿相關單位的力量，以合作夥伴的模式共同參與國內或海外的各種推廣活動，以推展法國的旅遊與文化宣傳。並且，透過法國和他國的雙邊相互交流，將法國多元文化的核心價值傳播至世界各國。在商業及工業貿易上，法國鼓勵企業從事海外的生產投資，除了協助當地原物料生產與加工販售之外，同時透過經貿活動發揮更大效果，一方面創造良好的投資環境，另一方面促進當地政治穩定以及維持其本身的影響力。最後，法國在軟權力外交上寄望於深化與其他國家的夥伴關係，加強經貿合作及交流，相互分享更多的實務經驗與技術，奠定彼此互信互利的基礎，促使彼此間能以互惠互助的原則建立穩固深層的外交關係。 From 19th century on, several European countries started, deliberate academic and trade cooperation or, exchanges in support of their external diplomatic influence strategy. In particular after Second World War, NATO minority, France was willing to recover their former position or develop an independent model, despite US economical new power and culture fast spreading through films and TV series success, or consumer’s massive production exports with globalization. According to Joseph S. Nye, William Owens and Milton Cunning theories, France had used ”Soft Power” to develop their cultural diplomacy, formerly, through French language education, culture, religion and polyvalent influences to support regional or assume worldwide peace maintenance. France works in different ways such for help and technical expertise or services, which helped the country to entertain good historical fellowship with recipient countries. Today, France enjoy largest network organization in the World (in numbers of “Alliances Francaises” and French Institutes), resulting from this, France has become the best resourcing place for Francophone countries and the first touristic destination, as home of some best preserved World patrimonies heritage, architectures or original sites, offering high quality of life, prestige styles, artistic and cultural inspirations. It works as if commercial and industrial trade encouraged Trade flows and attractiveness to France creating new partnership and welcoming Foreign Direct Investment thanks to French labor qualification and organized distribution market. Further to these, a common French language practiced overseas helping less developed countries to strengthen transnational or horizontal trade exchanges particularly in African countries
