title: U.S.-China Trade Relations and Economic Distrust abstract: This article explores U.S.-China trade relations and economic distrust. Generally speaking, the U.S.-China trade relationship has tilted in favor of China since the 1980s. There is long-term distrust between the United States and China on intellectual property rights, renminbi exchange rates, the Trans-Pacific Partnership (TPP), the Regional Comprehensive Economic Partnership (RCEP), rare earth metals, and state-owned enterprises (SOEs). Given this economic distrust, the United States and China have engaged in limited cooperation and coordination on issues where their national interests are identical or partially identical, but are likely to compete with each other more than ever before on other matters. Areas of cooperation include clean energy, climate change, and China's huge holdings of U.S. treasury bonds; areas of competition include intellectual property rights, intellectual property theft, currency exchange rates, and investment access to one another's markets.

title: Gathering Scholars to Defend the Country: The Institute of International Relations before 1975 abstract: Throughout much of history, the Institute of International Relations (llR) has been perceived as a Kuomintang think tank. Based on the perspective generated by personal contributions before its formal establishment in 1975 as part of National Chengchi University, the author traces the llR's foundation and key staff as far back as 1937 to argue that it was constructed during a national crisis because the state leader needed professional opinions that could be used strategically. Thus, rather than considering the llR as an organization subject to a political party, it should be regarded as an institution charged with gathering scholars to defend the country.

title: 敵前養士：「國際關係研究中心」前傳，1937-1975 abstract: 本文試圖從人才運用的角度，呈現過去常被稱為國民黨智庫的「國際關係研究中心」的另外一面，尤其著重該單位於1975 年改隸國立政治大學之前的歷史。透過比較其前身—國民黨於抗戰時期成立的「國際問題研究所」，作者強調該智庫的出現是由於國家出現危機，而於現有情報架構外迅速成立的專業對敵分析單位。除了透過蒐集情報與研究敵人政經制度以協助國家領袖研判情勢外，該單位也具有宣傳與養士的功能。這種架構並非常態性政府組織，其存在容易受政治影響，故其缺陷在危機消失後也逐漸顯現出來。

title: 攸關生死-美索亞美利加球賽 abstract: 球賽對大部分的文明而言，應是最早的體育項目之一；然而，球賽在美索亞美利加（Mesoamérica）卻超越寓教於樂的功能，古印地安人視之為儀式，為之披上神秘的宗教面紗。從神話中發現，美索亞美利加各族群無不擔憂宇宙停止運行，害怕日蝕和月蝕現象，也畏懼其他的天災，因而藉球賽助一切回歸正常。球員於是模仿神明在太初中創造宇宙，將己身置於神聖情境中協助天體運行，祈求風調雨順、連年豐稔。亦即，球賽具有神秘力量，為宇宙運行的助力，是萬物重生的要素，係解救部落的希望，也是英雄淬鍊的媒介。因此，美索亞美利加人民視橡皮球為神物，而球賽也成為攸關社稷存亡的宗教信仰。結合了宗教信仰與天文探索，美索亞美利加人民賦予球賽無窮的涵義，描摹了蒼穹間的生死之戰、善惡之爭、日月之鬥。本文以「神話學」、「人類學」和「象徵學」等理論為研究基礎，解析美索亞美利加球賽的象徵意義，旁及球賽、活人獻祭與致幻植物（plantas aluciógenas）之間的關係。

Revisiting John Emmanuel Hevi’s An African Student in China after 50 years abstract: This article reappraises John Emmanuel Hevi’s “An African Student in China”, a 1966 book that complained about Chinese racism towards Africans but has received scholarly criticism that, for instance, petty annoyances had been overly exaggerated. In an attempt to construct images of Africans in China during Mao’s era and to re-analyse whether Hevi’s work was truly based on “petty annoyances”, the author, using declassified official files, studies the circumstances that Hevi and his peers confronted on educational campuses and in Chinese society.

title: 從布希外交團隊與領導風格看美國外交與兩岸政策 abstract: 本論文主要是想從美國新任總統布希（George W. Bush）和其外交團隊成員的互動以及他過去的領導風格來看新政府的外交與兩岸政策。筆者將從布希如何在其外交團隊成員影響之下以及如何從輔選者布希（George Bush）、擔任德州州長期間和自己參選總統的過程中吸取、累積外交事務的經驗，從而德州州長期間和自己參選總統的過程中西國外交政策。至於本論文的主旨則是：布希在2000年大選期間的全球戰略與外交政策似乎姿態相當高，對中共好像不假辭色，對我國則看來較為友善；惟在入主白宮之後，他可望會推出一個揉合謙恭與力量的全球戰略與外交政策，對兩岸的政策也可望逐漸朝國際現實靠攏。要言之，布希競選期間所發表的言論，倒是可以據以推論出某些外交政策的主軸，包括推動使美在國際體系中維持優勢，但不輕易介入國際衝突、偏亞重歐、部署飛彈防禦系統、對兩岸維持一個大致平衡的政策等。

title: 柯林頓政府臺海危機決策制訂過程--個案研究 abstract: 本文旨在將艾里遜（Graham T. Allison）三個決策模式運用於美國1995∼1996年台海危機之處理上，並且探討台北、北京與華盛頓在決策過程中究竟犯了什麼錯誤，從而導致危機出現而且不斷擴大。在李登輝總統1995年訪美事件上，三方可說都犯了一些錯誤。惟在中共對這樣一個私人訪問過份反應而發動軍事演習威脅台灣時，柯林頓政府輕聲細語的抗議與低調的行事作風，顯然無法遏阻北京的行動。一直到中共人民解放軍1996年3月初對準台灣兩大港口200海浬的外海，試射飛彈之後，華盛頓才意識到事態嚴重。柯林頓總統的官員立刻達成協議，決定採取行動，以免危機昇高為台海衝突。在美國派遣兩艘航空母艦戰戰鬥群之後，危機終於解除。然而，這段期間所造成的錯誤已使三方互信降低而且新的問題層出不窮。要言之，本文主要即在指出，美「中」台三方因為一連串的誤判與政策失誤，終於導致台海危機的出現，儘管危機後來終於化解，但已對三邊關係帶來深遠的影響。本文認為，在艾里遜所著「決策本質」一書出版近30年的今天，其所提出的三個決策模式仍十分有用，而且資料愈充足，其解釋力與分析力也就愈強。
